SMX is seeking a Host Nation Rider (HNR) Escort Subject Matter Expert (SME) in contracted aviation surveillance operations with extensive military operations and COCOM experience who will serve as a primary coordinator between SMX, SOUTHCOM J3, and Partner Nation (PN) in the host nation rider program.

This position requires a DoD Secret clearance which requires US citizenship for work on DoD contracts.

Essential Duties and Responsibilities

  • Coordinate with SMX, SCJ3, the PN Office of Primary Responsibility to approve and notify the Combatant Command (COCOM) of their HNR personnel who can successfully clear all aspects to participate aboard US DoD and Interagency assets providing their government situational awareness of the daily operations

  • Facilitate and obtain HNR Letter of Authorization (HNR-LoA) and confirm HNRs ability to meet all US requirements to board US assets

  • Coordinate with PN HNR commanders, US Security Cooperation Officers (SCOs), and Operational/Tactical commanders to assist and publish annual HNR-LoA for lead and staffing all periodic updates by the Partner Nation

  • Perform evaluations and reports to SMX/USG on HNR capabilities and limitations

  • Coordinate and provide the required authorization needed by PN riders prior to boarding US assets, including, but not limited to, Lehey vetting, pre-requisite medical requirements, and HNR language proficiency

  • Coordinate with SOUTHCOM J3 on HNR program’s schedule to ensure sufficient manning and staff availability to support up to 5 different SOUTHCOM programs

Required Skills & Experience

  • Required Clearance: Top Secret

  • 10+ years of military, aviation, or law enforcement experience

  • Familiarity with the current USG Host Nation Rider Program

  • Familiarity with Military/Contractor Operations

  • Multi-tasker with the ability to work with little or no guidance

  • Ability to travel up to 50% and meet all SOUTHCOM AOR travel requirements

Desired Skills & Experience

  • 3+ years of recent experience in COCOM AO with at least 12 months in the SOUTHCOM AOR

  • Fluent in Spanish and English

  • Background in Maritime Patrol Aircraft (MPA) operations

  • Bachelor’s degree or Associate’s degree plus 4 years additional experience or High School degree plus 8 years additional experience
