National Nuclear Security Administration Assistant Deputy Administrator for Stockpile Sustainment in District of Columbia, District Of Columbia

Responsibilities The mission of the Office of Stockpile Sustainment is to maintain and enhance the safety, reliability, and performance of the United States nuclear weapon stockpile. To accomplish this, the Office of Stockpile Sustainment directs the planning and execution of stockpile sustainment programs, from design through production to dismantlement/disposition. The Office of Stockpile Sustainment serves as the single integrating organization and Department of Defense interface for issues and activities relating to the U.S. nuclear weapon stockpile. As the Assistant Deputy Administrator for Stockpile Sustainment, you will be responsible: Developing, managing, directing, and overseeing all stockpile weapons (B61, W76, W78, W80, B83, W87,and W88), stockpile activities to meet defense program requirements. Directing near-term and long-term planning for nuclear weapons maintenance, surveillance, refurbishment, dismantlement, modification, and production. Implements technical, schedule, and budget requirements for operations related to, but not limited to, surety, reliability, and quality. Establishing stockpile requirements, plans, and policies for execution of stockpile management activities and ensuring production and replacement of limited-life components. Communicating project updates to the NNSA Administrator, Department of Energy officials, and external stakeholders, including the Department of Defense, National Security Council, Office of Management and Budget, Congress, state and local officials, and non-governmental organizations. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission. HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment. PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978. PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period. SECURITY CLEARANCE: Must be able to obtain and maintain a DOE Q security clearance with Sensitive Compartmented Information (SCI) access. DRUG TESTING: Subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Knowledge of nuclear weapon systems to include maintenance, surveillance, materials, technologies, and production methods related to the Defense Programs mission in order to effectively advise senior leaders on a wide variety of programmatic options, opportunities, risks, and requirements. MTQ 2: Knowledge and experience in analyzing program-budgetary relationships as they relate to multi-year activities to plan, estimate, and modify multi-year appropriated funds to carry out the Nation's strategic defense programs. MTQ 3: Skill and experience in effectively communicating programmatic and technical information (identify, listen, negotiate, clarify, and/or respond) orally and in writing; presenting facts and information to support mission needs; working and/or collaborating with entities such as the Department of Defense, U.S. Congressional staff, external oversight organizations, high-level agency heads and managers, international partners, and other key stakeholders. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered. Education To qualify for the 0801 General Engineering series, you must possess: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.-or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
