Description

The Test Development and Scoring Specialist position reports through the Recruitment General Manager and participates in the development and analysis of tests and the evaluation of results of applied test instruments. They must understand, represent and apply pre-established initiatives to the full range of their knowledge and ability.

Examples of Duties

DUTIES AND RESPONSIBILITIES (Illustrative)

  • Create test items (questions) that align with the learning objectives and accurately assess the knowledge and abilities of test-takers.

  • Conduct item reviews with subject matter experts to validate the accuracy, relevance, and quality of the test items.

  • Select and organize the appropriate test items to create a balanced and reliable test form or exam.

  • Conduct statistical analyses to evaluate the performance of test items and the overall test.

  • Ensure that the test is fair and equitable for all test-takers, regardless of their background, culture, or demographic characteristics.

  • Implement measures to maintain the confidentiality and security of test materials, preventing any unauthorized access or leaks that could compromise the integrity of the assessment.

  • Conduct validation studies to establish the relationship between test scores and the targeted competencies, demonstrating the validity of the assessment.

  • Continuously evaluate and refine the test development process to enhance the quality and effectiveness of assessments.

  • Keep detailed records of the test development process, including item specifications, review comments, validation results, and any modifications made to the test.

  • Adhere to industry standards, ethical guidelines, and legal requirements related to testing and assessment.

  • Collaborate with subject matter experts to design and develop assessments, tests, and examinations that align with specific competency requirements.

  • Work with subject matter experts and stakeholders to establish appropriate passing scores or proficiency levels for assessments.

  • Identify and address potential sources of bias in test items or scoring methods to ensure fairness and equity in assessment.

  • Prepare clear and accurate test score reports for stakeholders, providing meaningful interpretations of results.

  • Provide training and support to individuals involved in the assessment process, including item writers, test administrators, and scorers.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and /or license(s), which are required for employment in the classification. Minimum qualifications increase based on the level of the position. Note: additional qualifications (i.e., special conditions) may apply to a particular position.

Education

  • Graduation from an accredited college or university with a bachelor’s degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field.

  • Education in Industrial/Organizational Psychology, Statistics, or a related field is preferred.

  • Continuing education is expected in order to maintain skills and learn, understand and apply new technology and infrastructures as they become available.

Experience - Employees in this class are expected to remain current in Test Development and Scoring best practices and legal requirements and will be required to participate in continuing education and training opportunities.

  • Test Development and Scoring Specialist II – Increased levels of responsibility and two to three (2-3) years of professional, journey-level experience with responsibility for conducting job analysis, recruitment and selection, employment test construction, training, or other human resources functions that demonstrate acquisition of the required knowledge, skills, and abilities for the position.

  • Experience in employment or pre-employment testing is desirable.

Equivalency

Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

• Employees are vested after ten (10) years of service, regardless of age.
