Position Description: Program Manager, Opioids Crisis Response
Mayor's Office
The City of Detroit is seeking a strategic, collaborative, and empathetic leader to serve as Program Manager overseeing the City’s opioids crisis response, including the use of funding from legal settlements with manufacturers and distributors of opioids medications. This is a unique opportunity for a strategic leader and strong manager to shape crucial programs across the City .
The Program Manager will :
Coordinate opioid crisis response initiatives across all City departments;
Lead planning and budgeting for use of the opioid settlement funds;
Work closely with City departments to develop, scope, and implement programs that use the funding and
Ensure that programs funded by the settlements complement other opioid crisis response initiatives and the broader suite of behavioral health programs in the City.
The Program Manager will report to the city’s Director of Behavioral health and work closely with City departments , including Health, Fire, Police, and Housing and Revitalization .
The City is using settlement funds toward targeted, strategic, and innovative programs that reduce overdose mortality, help individuals enter treatment or access harm reduction services, and support long-term recovery. Use of settlement funds will also complement City priorities in improving services for unhoused individuals and access to mental health resources.
Examples of Duties
The main duties of the Program Manager include ensuring program success by developing and executing measurable objectives , providing functional oversight of initiative s , managing the budget, and maintaining strong working relationships with City departments and external program partners and stakeholders .
Program Management of Opioids Crisis Response
Coordinate and oversee the City's use of settlement funds from legal settlements with manufacturers and distributors of opioid medications.
Manage an expected budget of roughly $ 4 – 5 million per year across all initiatives.
Monitor revenue and expenditures for programs funded by the settlement funds and ensure strong financial stewardship.
Work closely with City departments to develop, scope, and implement opioid crisis response initiatives . Work will include :
Developing strategic priorities and working with department staff program design;
Ensuring that program design reflects evidence-based practices and findings from data analysis;
Drafting scopes of work for procurements and contracts;
Project management to ensure timely progress in executing plans; and
Ongoing monitoring of programs for continuous improvement and impact evaluation.
Ensure that programs funded by the settlements align with the broader suite of behavioral health programs in the City through communication and coordination with other City programs, including for homelessness and mental health .
Achieve program objectives by contributing information, research, data, and recommendations to inform strategic goals and plans .
Accomplish operational process objectives by overseeing multiple project activities, information sharing, data collection, and visualization .
Collaborate with City Departments and program partners, including by facilitating meetings, regular reporting, and presentations.
Cultivate a team culture that is dedicated to achieving excellence in programming.
Maintain effective working relationships with stakeholders and external partners.
General Responsibilities of a Project Management & Analytics Specialist
Manage project development and execution from inception to closure.
Track and report project milestones and present project status reports to project sponsors , community members, and other relevant stakeholders .
Assist with the implementation of organizational goals, initiatives , and plans.
Drive fact-based decision-making at all levels within the organization.
Analyze data from a variety of database sources and formats for research, systems, and report design.
Assist stakeholders in understanding generated reports, outputs, and operational interfaces, and counsel them on the use of these reports to manage operations and inform policy decisions. Find ways to improve the functionality of reports or data analysis.
Drive process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.
Present results of analyses concisely and effectively to ensure adoption.
Produce summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
Provide recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
Minimum Qualifications
Education
Bachelor's degree with a major in project management, public policy, business, management, data analysis, organizational development, or a related field.
Project Manager & Analytics Specialist II ?– Advanced levels of responsibility and three to four (3-4) years of project management or data analytics experience.
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
Technical Requirements:

Ability to work effectively both independently and in a team

City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
