Description
This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.
The Database Administrator operates under limited supervision and manages performance, integrity and security of DWSD databases. Designs, implements, and maintains databases with respect to access time, access methods, device allocation, validation checks, organization, protection and security, documentation, guidelines, and statistical methods.
ESSENTIAL JOB FUNCTIONS:
Lead database design to support user/business needs, application development and implementation efforts, and the project team. Provide direction to solutions involving database
activities including physical structure, functional capabilities, security, and back-up/recovery specifications. Provide maintenance of database dictionaries, the overall monitoring of
standards and procedures, and the integration of systems through the database design process. Consult, coordinate, and communicate with business units and IT staff providing solutions
and recommendations which integrate with current and future database, application, and infrastructure architectures. Design, test, implement, monitor and maintain Oracle and Microsoft
SQL Server database systems to meet organizational availability and security requirements. Code and implement database definitions and descriptions; develop and administer database
utility routines for verifying the validity of data element values, optimizing performance, backing up and recovering data sources and maintaining the integrity of the organization s
database systems. Provide database requirements, design, installation, support, and problem resolution. Provide technical documentation, expertise, training, and consulting related to
database creation, maintenance, and uses.
Examples of Duties
RELATED JOB FUNCTIONS:
Assist other IT staff and IT management as needed with overflow activities involving the support and maintenance of computers, printers, applications, databases, networks, servers, storage, and data center facilities, and the installation, decommissioning, and relocation of related IT equipment. Perform related work duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
Database performance, integrity, and security
Proven knowledge working with Oracle-based technologies required, 3-5 Years
Ability to maintain OLTP databases required, 3-5 Years
Knowledge of PL/SQL, DDL and SQL required, 3-5 Years
Knowledge of system and application security threats and vulnerabilities
Excellent communication skills, verbal and written
Concepts, practices and procedures (COBIT and ITIL), including Change Management, Software/Systems Development Life Cycle for IT systems development and management
Hardware, software, application, database and network environments currently in use at DWSD
Principles and techniques of systems analysis, design and development lifecycle
SKILL TO:
Install, remove, and make modifications to technology
Apply IT policies and programs in a manner aligned with the DWSD mission, goals, and strategies

Minimum Qualifications
REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)
Bachelor's degree in Information Technology, Computer Science, Business Administration, or related discipline or professional Certification from Oracle
3 – 5 years as Oracle DBA on Oracle 12c or higher in clustered environments
Excellent communication skills, verbal and written

Incumbents may be subject to potentially hazardous physical conditions, atmospheric conditions, extreme temperatures, intense noise, and/or vehicle traffic. Environmental Working Requirements:
Work is performed within an office, plant environment, remote sites, or other locations within the DWSD Service Area. Employees within this classification may be exposed to dust and electrical connections, and frequent work with computer equipment.
OTHER REQUIREMENTS
Must have a valid Michigan Driver’s License
Ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
