Civil Rights Investigator
The Civil Rights Investigator will report to the Civil Rights Manager of the City of Detroit - Civil Rights, Inclusion and Opportunity Department. This position’s primary function is to conduct investigation tasks for both internal and external complaints to include data analysis and partnering with stakeholders to ensure compliance with all applicable laws.
Examples of Duties
Conduct thorough and timely investigations of allegations of violations of City ordinances or policies and federal and state laws regarding discrimination, harassment and workplace violence.
Prepare timely statements of departments’ positions, written reports and summary of findings, with supporting documentation, that are fair, impartial and represent the facts, and analyze investigation to determine whether the facts suggest an employee was subjected to violation of policy.
Counsel employees on policies, procedures and workplace concerns.
Confer with and provide recommendations to agency directors and supervisors to help ensure correction of policy violations and city-wide compliance with applicable workplace laws and policies.
Provide relevant information in depositions, grievance and arbitration hearings.
Work on special projects individually or as a team member
Minimum Qualifications
Bachelor’s Degree, preferably in human resources, employee relations, public administration, business management, business administration or a related field. Advanced training or continuing education in human resources management or labor laws and practices preferred.
Three (3) years of experience facilitating and/or providing technical support in the management of human resources and/or labor relations services in multiple functional areas including, but not limited to, work place violence and discrimination and harassment or in the adjudication of legal matters related to the provision of those services.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.

- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
