Job Description

We are seeking an experienced Federal Grants Manager, known as our Senior Community Development Block Grant (CDBG) Project Manager, to join our dynamic team. As a subject matter expert, you’ll play a crucial role in advancing our mission to create opportunities for Iowans, communities and businesses to thrive.

Duties:

CDBG Compliance Champion:

Serve as the go-to expert on CDBG regulations, ensuring that our Federal Program recipients adhere to Department of Housing and Urban Development (HUD) guidelines.

Analyze reporting related to the Federal Programs Team and relay critical insights to the Team Leader.

IEDA Certified Grant Administrator Oversight:

Take charge of overseeing the IEDA Certified Grant Administrator program by creating training that ensures efficient and effective grant management by our partners.

Federal Reporting Excellence:

Participate in the completion of required federal reporting, including consolidated plans, public notices, annual action plans, and annual performance and evaluation reports.

Collaborate with federal and state auditors during project reviews.

Regulatory Savvy:

Stay current with updates to federal, state, local, and HUD-specific regulations, and guidelines.

Maintain open communication with HUD representatives and other external stakeholders.

Policies and Procedures Stewardship:

Serve as the primary internal contact for the development and maintenance of the Policies & Procedures Guide for Federal Team programs.

Research policy questions and provide recommendations to the Federal Programs Team Leader.

Coordinate with team members to align project management practices with documented procedures.

Knowledge Sharing and Technical Assistance:

Assist in hosting conferences, trainings, webinars, and other public and non-public meetings.

Provide technical assistance to team members and conduct policy-related research.

The Senior CDBG Project Manager position is a non-merit, non-contract covered position that is classified by the State of Iowa as an Economic Development Specialist 3. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with a major emphasis in the fields of research, planning, economics, finance, public relations, business, corporate finance, journalism, or marketing and four years of full-time experience in specialized technical support work which included responsibility for interpreting laws, rules, and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial or related technical program data;

OR

an equivalent combination of education and experience substituting one year of the required experience for each year (thirty semester or equivalent hours) of the required education.
