Job Description

The Iowa Department of Health and Human Services, Division of Community Access and Eligibility is seeking applicants for a Program Planner 2 position for the Iowa Bureau of Refugee Services (BRS).

The Iowa Bureau of Refugee Services (BRS) is a federally funded office charged with supporting the resettlement of refugees in Iowa. BRS works with a network of resettlement agencies (RA) across Iowa who do the bulk of the direct resettlement work with refugees while BRS has statewide staff dedicated to strategies in health, wellness, housing, employment, capacity building and community engagement of refugees to propel them toward a successful life in Iowa. This position is responsible for assisting with all aspects of the competitive selection process, including RFP/A development as well as serving as primary contract manager for assigned contracts including contract execution and claims processing for assigned contracts. The PP2 assists in the development of budgets/expenditures and program funding applications.

Responsibilities:

The Refugee Services Contract Manager will:

  • Provide contract management of assigned contracts in support of the administration of BRS programs and priorities.

  • Assure the assigned contracts with the Iowa Department of Health and Human Services are compliant in all aspects to consistently provide reliable services to Iowans.

  • Review and approve contractor operational procedures, implementation plans, communications, and other required documentation to ensure contractual compliance.

  • Conduct and facilitate formal contractor oversight/operations meetings and develop communication and tracking tools.

  • Determine contractor compliance with contractual requirements to assure contract deliverables and performance measures are being met in alignment with the division's strategic plan. When failure to comply, initiate corrective action plans or termination in collaboration with the Division Director or designee.

  • Provide reports and recommendations to bureau chief and program managers that detail services to be accomplished through contracts, routes the contracts to all necessary individuals to review for accuracy, send the contracts to contractors with information and documentation necessary to report expenses.

  • Provides leadership in completing assigned budgets and expenditure portions of annual funding applications consistent with federal requirements and HHS Bureau of Finance requirements.

  • Responsible for the tracking, budget forecasting and approval of contract payments for assigned contracts. Creates and maintains claim support documentation, including a complex financial workbook for each assigned contract. Monitors program unspent funds and provide recommendations to leadership on how to maintain compliance with federal funds. Lead development of vendor contracts and leads contract negotiations to assure State needs are effectively represented. Contract negotiations require significant understanding of programmatic, budgetary, and federal/state requirements.

  • Participate in the procurement process for HHS including but not limited to requests for information (RFI) and request for proposals (RFP) as needed

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a and b):

a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

b. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
