Job Description

The Iowa Department of Health and Human Services’ Iowa HHS Division of Aging and Disability Service, Community Integration Bureau is seeking a Intellectual and Developmental Disabilities Specialist (Executive Officer 2).

Telework is available, but the hired candidate must reside in the state of Iowa and should be aware that the position will require time in the Des Moines office.

The Iowa Department of Aging (IDA) and Department of Human Services (DHS) merged on July 1, 2023, to form one agency, the Iowa Department of Health and Human Services (HHS). HHS, Aging and Disability Service Division, is seeking an Executive Officer 2 to serve as the Intellectual and Developmental Disabilities Specialist within the Bureau of Community Integration. This position administers and manages the Division’s role in oversight and direction of the quality assurance of public funded intellectual disability/developmental disability (ID/DD) services. This is done in close coordination and cooperation with Iowa Medicaid and as a part of the state non-Medicaid disability services system. This position plays a key role in ensuring effective and efficient delivery of services to support individuals with ID/DD to live safe, healthy, successful, self-determined lives in their homes and communities of their choice.

Duties include identifying priority issues and developing recommendations to address and improve accessibility, effectiveness, quality, and person-centeredness of publicly funded services through analysis of data, firsthand reports from individuals being served by the disability system, and information gathered from other stakeholders in the disability system. This position will play a key role in the system alignment of the state disability system. Additional responsibilities may include responding to requests for information from the legislature, stakeholders, and the public; participating in intra and inter-agency work groups; assisting with the development of budget proposals; and providing data and analysis on programs administered by the Division.

• Exceptional communication skills, both written and oral, and the ability to communicate effectively with diverse audiences and in a variety of contexts.

• Consistently maintain effectiveness even when experiencing changes in work responsibilities, priorities and deadlines and takes prompt action to accomplish objectives; champions policy/ practice changes instituted by upper management as well as a willingness to identify issues and address them proactively and collaboratively.

• Exceptional organizational skills, including the ability to independently prioritize tasks and not only work on multiple projects simultaneously, but also be able to provide status updates on projects at a moment’s notice. Must have the ability to report for work regularly and on time, follow instructions and directives, and build positive relationships with others.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) All of the following (a, b, and c):

a. Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
