Job Description

The Iowa Department of Health and Human Services’ (Iowa HHS) Division of State Operated Specialty Care is seeking an Executive Officer 2.

Summary:

The State-Operated Specialty Care (SOSC) Division is directly responsible for the oversight of the five (5) HHS facilities which operate on a 24 hours a day, 7 days a week schedule. These facilities are as follows: Cherokee Mental Health Institute (CMHI), Independence Mental Health Institute (IMHI), Civil Commitment Unit for Sexual Offenders (CCUSO), State Training School (STS), and Woodward Resource Center (WRC). NOTE: The Glenwood Resource Center (GRC) is no longer operational sans the waiver program but the facility proper is maintained by the division during the closure/transition period.

The State Resource Centers (SRCs) are facilities within Iowa HHS, SOSC division. They have a combined operating budget of $80,000,000.00, serving approximately 180 residents in both an Intermediate Care Facility for Individuals with an Intellectual Disabilities (ICF/IID) setting, and facilitating a Home and Community Based Services (HCBS) waiver program.

Responsibilities:

Acts as the Division's single point of contact for HHS' ICF/IID and HCBS Programs and Operational Programs located within the Woodward Resource Center and former GRC campus:

  1. Per established code, this role works as the administrator's authorized officer to provide program oversight, coordination and initiation of programs to ensure the safe delivery of services, systemic improvement to operations, and responsive communication to external entities regarding services provided by the department and facilities.

  2. Manages organization of response to state and/or Federal programs inquiries such as the Iowa Legislative and U.S. Department of Justice (DOJ) on information requests, serving as liaison to the SRCs on legal requirements including, but not limited to, the Conner Consent Decree, the Federal Supreme Court Olmstead Decision, and the Americans with Disabilities Act (ADA).

  3. Serves as Agency Coordinator in meetings related to facilities operations and system improvements such as assessing service continuum and performance monitoring for contracts.

SRC Policy and Procedure Program Coordinator:

1.) Leads drafting administrative rules, legislative proposals, and policies and procedures impacting both the HHS SRCs.

2.) Evaluates and critically reviews proposed legislation, drafts fiscal notes for proposed legislation impact, and drafts division level policies and procedures for SRCs.

3.) Conducts reviews of unique local SRC policies and procedures to evaluate operational issues or deterrents associated with proposed legislation.

4.) Perform necessary information gathering and analysis related to policy and procedure development and/or revision.

5.) Consult with relevant facility staff, attorneys, and other available resources to obtain best practices or mitigating operational factors for program revision.

6.) Provides direction and assistance to assure effective and consistent implementation with each facility by establishing a performance measuring process.

7.) Develop, review and monitor SRC policies and procedures; participate in review of individual facility policies.

8.) Monitor implementation of State and Federal policy and procedures.

SRC Admission and Discharge Program Coordinator:

1.) Interpret and apply program requirements to the continual examination of SRC admission applications and discharge documentation to ensure that only individuals meeting admission criteria are admitted and individuals are discharged to appropriate least restrictive settings consistent with all Federal, State, and legal requirements.

2.) Collaborate with other SOSC facilities and Division Directors, Iowa Medicaid Enterprise (IME), Managed Care Organizations (MCOs), Iowa Courts System, Community Providers and facility superintendents to identify issues or to identify best practices for implementation in HHS facilities related to case management, utilization review and admission and discharge planning, consistent with the expectations of U.S. DOJ and Conner Consent Decree.

3.) Appraise Division Directors of admission and discharge program activities through formal and informal reporting.

SRC Finances Program Coordinator:

1.) Oversight of SRCs financial program to ensure current and future objectives are in line with OFS strategies. The position collaborates with Agency fiscal, the SRC Superintendent, and the Deputy Division Director and Division Director to identify, evaluate and resolve operational budgetary issues with SRCs.

2.) Provides review and recommendations for approval of capital purchases using a cost/benefit analysis.

3.) Monitoring and overseeing SRC budgets and forecasting, attending management planning and policy making meetings, providing input, but not limited to the following:

a. Developing work plans

b. Reviewing and analyzing critical information related to projections

c. Providing solutions and recommendations for cost improvements/reductions to OFS management

d. Managing programs to ensure effective service implementation which identifies redundancies and other service inefficiencies.

4.) Ensure SRC services are accurately captured and within MCO contractual requirements to minimize

payment delays. Review and understand service delivery and programmatic procedures for coding and processing billings per each MCO requirements.

5.) Oversee SRC operational programs to ensure compliance with Federal,, State, and local laws, rules, procedures, and administrative guidance. Provide solutions regarding areas of improvement to the Deputy Division Director and Division Director.

6.) Manage implementation of program changes across both SRC operations.

Business Operations Program Coordinator:

1.) Oversee and audit facility contract and lease procurement process.

2.) Provide leadership for interdepartmental projects and contract origination. Work with DAS and other partners to ensure projects are contracted within State of Iowa policies and procedures.

3.) As needed, originate and process contracts to ease burden of facility staff and/or include other facilities for an umbrella contract covering the entirety of HHS or the State of Iowa.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
