Job Description

Iowa Vocational Rehabilitation Services (IVRS) is seeking to hire an Accounting Technician 2 at our 1000 E Grand Ave., Des Moines, IA office.

Your primary responsibilities in this role include:

As an Accounting Technician 2 you will audit and process payments for rehabilitation client case service claims (VR R-450 billings). Verify appropriate personnel have signed off and all client and case information has been included. Review the billing for appropriate vendor, dollar amount and authorization. Appeal claims for closed state fiscal years are handled by processing through IRSS and entering documents separately in State of lowa accounting system (1/3).

In this role you will coordinate with field office support staff to make necessary corrections to authorizations and claims to get an accurate payment processed and prepare additional appropriate documents for claims payable to other state agencies and enter in the 1/3 system. Process R-450 billings payable to other state agencies on internal documents by processing through IRSS and entering IET documents separately in the 1/3 accounting system. Provide customer service to resolve vendors' requests and/ or problems.

The successful candidate will audit and process payments for operating expense claims such as Employee Expense Reports (EXP in WorkDay). You will share responsibility to process PRC documents goods and services on state contract such as procurement card monthly payment to US Bank and Verizon monthly payment. Goods and services payments using the procurement card must be referenced when processing the PRC payment. You will review claims made, check for appropriateness of charges, mathematical and technical accuracy, and proper documentation is provided. If claims do not meet State and Federal requirements, return to authorizing individual for correction. Process GAX documents for IVRS contracts with vendors such as school districts, Independent Living Centers or Area Agencies on Aging (AAAs).

The Accounting Technician 2 will cross train to process a variety of GAX documents for miscellaneous operating expenses for field offices such as phone bills, internet service providers, office rent, utilities and janitorial services. You will utilize tracking methods such as spreadsheets or accounting system reports to apply appropriate coding and to be able to address unexpected changes in bills. Process and pay claims monthly from other state of Iowa agencies for IVRS expenses through the IET (internal transfer) 1/3 accounting system.

The Accounting Technician 2 will be the designated contact for procurement-card accounts and assist/back up financial functions. You will be responsible to monitor and manage procurement-card charge accounts for case service purchases for one-third of the state.

These responsibilities include:

  • Tracking purchasing activity to reconcile with monthly statements.

  • Assist and back up processes for other Accounting Tech 2 and Accounting Tech 3 positions to meet Financial Section's goals and mission.

  • Back up mail distribution for Financial (sort & stamp).

  • Back up for daily trip to drop off and pick up material at State Treasurer's office and State Accounting Enterprise (SAE) office at Hoover Building.

Essential Functions:

  • Audit and process operating expense claims for payment.

  • Audit and process rehabilitation client case service claims (VR R-450 billings) for payment.

Minimum Qualification Requirements

Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;

OR

the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;

OR

an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;

OR

substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;

OR

any equivalent combination of qualifying education or experience;

OR

one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;

OR

one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
