The Colorado Office of the State Auditor (OSA) serves as the government accountability arm for the citizens of Colorado auditing state agencies, colleges, universities, and other recipients of state funds. Overseen by the State Auditor, the OSA is an independent, nonpartisan staff agency within Colorado’s Legislative Branch. The OSA’s mission is to improve government for the people of Colorado. We are committed to promoting economical, effective, ethical, and equitable government. Our audits focus on reducing costs, improving the quality of services, and ensuring the accuracy and integrity of information. We help the General Assembly fulfill its legislative oversight responsibilities by providing independent, objective, and thorough information about whether state agencies use their authority and public resources properly and in compliance with laws and regulations; whether government programs are achieving their objectives and desired outcomes; and whether state government services are provided effectively, efficiently, equitably, and ethically. The OSA employs approximately 80 professional staff organized into five divisions: Financial Audits, Performance Audits, IT Audits, Tax Expenditure Evaluations, and Local Government Audits. We are winners of National NLPES and NSAA awards for Excellence in Auditing, and winner of the Denver Business Journal’s Healthiest Employer Award.
Work Environment
Primarily work hours 8:00 am - 5:00 pm, Monday-Friday
Hybrid - staff are required to work in office at least one day a week.

Salary pay range $65,304-$75,500
Starting salary based on level of experience.
The OSA is looking for a full-time Sr. Legislative Performance Auditor/Analyst who is passionate about improving Colorado and committed to achieving results. We are looking for a creative, flexible, results-oriented team player with strong analytical skills, keen investigative instincts, and exceptional communication and people skills.
In the role of a Senior Legislative Performance Auditor/Analyst, you will be expected to:
Analyze large volumes of information to conduct objective, nonpartisan evaluations of state government programs, performance, stewardship, and operations.
Interact with multiple levels and branches of state government to evaluate whether state agencies and programs have efficient and effective operations, comply with laws and regulations, and accomplish their purposes and goals.
Examine and analyze state agencies’ internal controls, policies, procedures, and systems to identify ways in which agencies can better protect the State's assets, ensure the responsible use of taxpayer monies, and provide quality services to Colorado citizens.
Identify and recommend improvements to agency operations in accordance with Generally Accepted Government Auditing Standards and OSA guidelines.
Present your analysis, findings, and recommendations to OSA staff and management, agency management, and the Legislative Audit Committee.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Bachelor's degree in Public Administration, Public Policy, Business Administration, Mathematics, Statistics, Finance, Accounting, Tax, Social Sciences (e.g., Political Science, Law, Economics, History), or other related professional field.
At least two years of professional experience in performance auditing, program evaluation, internal auditing, process improvement analysis, organizational/operational assessment, and/or compliance reviews.
Orfour years of progressive data analysis experience that includes making and presenting findings and recommendations for improvement.
Substitutions:
Four years of associated relevant professional experience as a performance auditor/analyst can be substituted on a year-for-year basis for the Bachelor's degree.
Preferred Qualifications in addition to Minimum Qualifications:
Master's degree in Auditing, Accounting, Business Administration, Finance, Mathematics, Public Administration, Public Policy, Social Sciences (e.g., Political Science, Law, Economics, History), Statistics, or related field.
Professional certification relevant to government auditing such as a CFE, CEPA, CISA, CGAP or CIA.
Experience performing data-mining, analysis, and control testing of large information systems.
Experience evaluating the performance of government agencies.
Strong aptitude for critical thinking, data analysis, and problem solving.
Outstanding interpersonal skills and work ethic to work independently, as well as working effectively as part of a team.
Highly Desirable Experience
Demonstrated working knowledge of federal and state laws, rules, and regulations and the legislative process.
Demonstrated working knowledge of government auditing standards related to performance and compliance audits.
Ability to derive logical conclusions from available information, using a combination of professional judgment and formal guidance, in order to determine if audit objectives have been met.
Ability to manage and resolve conflicts in a positive and constructive manner.
Ability to use sound reasoning and professional judgment to develop appropriate strategies to analyze evidence to determine agency compliance with legal requirements and identify effective and efficient processes.
Ability to gather and organize information to formulate and support decisions and opinions.
Proven aptitude for clear and concise written and oral communication and the ability to present information and data to all levels of management.
Demonstrated proficiency with Microsoft Office software, specifically Microsoft Excel and auditing analytical software such as IDEA or ACL.
Conditions of Employment:
Must submit to and successfully pass a pre-employment background check. The Office of the State Auditor conducts background investigations for all final candidates being considered for employment. Background checks may include, but are not limited to, criminal history, national sex offender search and motor vehicle history.
State employee transfer applicants must disclose any corrective actions within the last 2 years and must currently be in good standing.
