The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description of Job

The Planning Grants team in the Community Development Office (CDO) provides grants, guidance, and resources to local and regional governments to comply with and/or to incentivize compliance with land use requirements in the state statutes (e.g., housing needs assessments and action plans, accessory dwelling unit requirements, transit oriented community planning requirements, etc.). The objective of this work unit is to ensure department, local and regional government compliance with these statutes, resulting in more affordable housing in Colorado communities.

Housing Planning Grant Program Assistant

This position will administer the Housing Planning Grant Program created by Senate Bill 24-174 and will support two additional grant programs as needed (i.e., the Transit Oriented Community Infrastructure and the Accessory Dwelling Unit grant programs) .

The primary duties and responsibilities of the positions include, but are not limited to:

  • Organize and maintain work processes and program tracking systems to ensure efficient and effective delivery of program services;

  • Resolve problems, answer questions, provide information and advise others on technical program issues or matters;

  • Support program development and the timely program launch informed by input from stakeholders;

  • Create the notice of funding availability and application in the grants portal, download applications for team review, draft award letters, assist with scope of work development, and review requests for reimbursement;

  • Review and track grantee spending and support the collection, review, analysis, and reporting of data and information on completed projects;

  • Provide grant application, administration, and close out technical assistance to applicants and grantees;

  • Gather data, analyze findings, research solutions, prepare reports;

  • Other duties as needed to assist the identified program or unit.

MINIMUM QUALIFICATIONS

Experience Only: Five (5) years of grant administration experience in affordable housing, land use, or transportation.

OR

Education and Experience: A combination of related education in business management, business administration, accounting, public administration, nonprofit administration or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years.

  • Relevant years state service, as a permanent State of Colorado employee, working with local governments

  • Experience providing grant-related technical assistance

  • Knowledge of state fiscal rules and grant administration best practices

  • Experience working with local governments on grant administration

  • Skilled at creating and editing Google documents and sheets and working in complex spreadsheets
