This position will have the opportunity to participate in a fully remote schedule; however, may be requested to come into the office for business reasons, upon request by the hiring manager. Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Early Learning Licensing and Administration (DELLA) is the State’s lead agency in planning and implementing public child care policy. In addition, the Division is responsible for the licensing and monitoring of child care facilities. DELLA ensures the health and safety of children in less-than-24-hour licensed (or license-exempt) early care and education environments by promulgating regulations for child care that ensure minimum standards for the health and safety of facilities. The Division accomplishes this through the annual inspection and monitoring of child care facilities, consultation and coaching for early care and learning professionals, and collaborating with early care and learning providers, child care associations, Early Childhood Councils, local governments, and county agencies, advocates, and other important stakeholders.

Description of Job

This position exists to have direct, formal supervision of staff and functionally supervise contracted agencies and County Departments of Human Services to ensure compliance with Colorado laws and regulations. This position is a professional management position that functions as an expert in the area of outdoor nature-based preschool programming curriculum and training, which includes evaluating site mitigation plans and benefit risk-based assessments. This position exists to provide program oversight by utilizing independent judgment, program knowledge, data and performance analysis, and employing research tools available to the Department of Early Childhood employees, agencies, and the public through the interpretation of laws, rules, policies, procedures, and processes, directly related to outdoor nature-based preschool programming. This position reports directly to a Division of Early Learning Licensing and Administration, Licensing Compliance Unit Manager.

Responsibilities in this position include but are not limited to:

  • Provides technical expertise to various boards and review panels, such as the Outdoor Nature Based Preschool Advisory Board, Child and Adult Mistreatment Dispute Review Section, Institutional Abuse Review Team, local government zoning boards, community stakeholder activities, legislative activities, Child Care Associations, Child Care Resource and Referral Agencies, Early Childhood Councils and other agency boards.

  • Advises management and program staff on the impact and enforceability of proposed rules as they relate to outdoor nature-based preschools including the development, implementation and/or enforcement of rules.

  • Completes special projects associated with licensing and quality initiatives on behalf of the Division of Early Learning Licensing and Administration.

  • Completes special projects associated with Colorado statistical data and legislative requests on behalf of the Division of Early Learning Licensing and Administration.

  • Works closely with County Departments of Human Services and law enforcement agencies to determine when allegations of abuse and neglect rise to criminal charges or county findings and make decisions on appropriate legal actions.

  • Reviews and approves specialists Stage II investigations (follow up to abuse and neglect investigations), reasons for overdue annual inspections, complaints, and adverse licensing visits.

  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the outdoor nature-based preschool curriculum and philosophy. Represent CDEC on various committees.

  • Review and recommend new or revised internal standard operating processes and procedures for outdoor nature-based preschool inspections, site-specific mitigation plans, and benefit risk-based assessments.

  • Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.

  • Decides if licensing staff are working in compliance with Standard Operating Procedures and following instructions in the Salesforce manuals.

  • Develops the curriculum and makes revisions as necessary to the outdoor nature-based preschool operator training program on how to implement and operate the outdoor nature-based programs in Colorado using a benefit-risk assessment tool.

  • Evaluates site-specific mitigation plans and benefit-risk assessments for activities in outdoor nature-based preschool environments and makes decisions on whether these plans have an impact on the health and safety of children.

  • Reviews adverse action packet submitted by the licensing specialist and determines whether or not to approve the specialists’ recommendation for the suspension, revocation, or issuance of probationary license when substantial evidence of endangerment to children’s health, safety, and welfare is determined based on

Colorado statutes. Enter required daily inspection information into Salesforce.

  • Provides direction, interpretation, and consultation to those in business of providing child care services in all aspects of the laws and regulations, and the licensing process.

  • Recommends action stipulations for settlement agreements and probationary licenses to the Licensing Compliance Program Manager.

  • Reviews and evaluates applications and supporting documents, including but not limited to legal documents criminal records, child abuse and neglect records, as well as health, fire, building, and zoning department reports. Other duties as assigned.

  • Conducts inspections and interviews relevant parties to evaluate each facility’s programs through the analysis of documents such as policies and procedures, behavior management and discipline, staff qualifications, medical administration, floor plans and plans for educational, community, and recreational activities.

  • Appropriately applies statutes related to the investigations and inspections of six different license types. Inspects, monitors, and evaluates less-than-24-hour child care facilities for compliance with laws and regulations prior to the business operating.

  • Physically inspects the facility for health, safety, and program standards; and interviews administrative staff to determine qualifications and ability to provide child care.

  • Be a subject matter expert in outdoor nature-based preschool curriculum and training development.

  • Perform other duties as assigned

Education & Experience

Bachelor's degree from an accredited institution in a field of study related Human Services, Social Services, Early Childhood Education, or a closely related field.

AND.

Four(4) years of professional experience in providing child care licensing services, evaluation of child care facilities, investigations and casework practices, and managing compliance with regulatory and statutory requirements. Experiencemusthave included two years of full-time professional experience supervising professional staff.(You must clearly and concisely document within the duties of each position held and noted in your application to what level and extent your professional work experience satisfies the minimum qualifications for this position.)

Experience Only

Eight(8) years of professional experience in providing child care licensing services, evaluation of child care facilities, investigations and casework practices, and managing compliance with regulatory and statutory requirements. Experiencemusthave included two years of full-time professional experience supervising professional staff.(You must clearly and concisely document within the duties of each position held and noted in your application to what level and extent your professional work experience satisfies the minimum qualifications for this position.)

  • Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, applicable case law, the rules of Civil Procedure, the Rules of Evidence, and policy to advise management in developing sound legal strategies

  • Ability to effectively engage people, organizations and partners in developing goals

    Essential Competencies:

    CONDITIONS OF EMPLOYMENT

  • Travel as needed to cover caseloads and support child care licensing staff; while a driver's license is not required, the candidate must be able to travel and have reliable transportation
