Hiring Pay Rate

The salary range posted for this position is $104,976 - $125,880 annually ($8,748.00 - $10,490.00 monthly); although a salary range is listed, hiring salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act. New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job

DORA’s Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable and reasonably-priced services consistent with the economic, environmental and social values of our state.

The Rail/Transit Safety work unit exists to protect the life, property, environment, and minimize risk to public health, safety and environment of Colorado’s citizens that use public highway-rail grade crossings and use rail-fixed guideway public transportation systems. The work unit supports the Colorado Department of Regulatory Agencies mission of consumer protection and supports the Public Utilities Commission by providing the technical and professional experience necessary to permit the Public Utilities Commission to carry out its statutory mandate in the areas of highway-rail grade crossing safety, and rail and transit safety and service. The unit promotes and safeguards the health and safety of railroad and transit employees, passengers, customers, subscribers, and the public. Additionally, the unit provides professional analysis, technical and policy testimony, and/or advice on engineering, economic, financial, and operational matters.

MAJOR OBJECTIVES OF POSITION:

Position: SGA 5191

This position is the Program Manager of the Federal Railroad Administration (FRA) Inspection Program, which includes administering inspections, supervising inspector positions for the various FRA disciplines, and serving as the State of Colorado Representative for the Association of State Rail Safety Managers (ASRSM). The position is responsible for logistical leadership of the program, including being responsible for working with the Analyst VI for the Public Safety Sections to oversee training schedules and reimbursement for state inspectors and reviews any progress reviews to be filed with FRA regarding program training and inspection. The position ensures that program documentation is complete and accurate, and works with FRA to determine how proposed civil penalties will be addressed, and works with inspectors on state civil penalties, when applicable.

Duties include, but are not limited to:

  • Performing railroad inspections in one of the six disciplines and writing inspection reports for completed inspections;

  • Communicating with railroads to verify that required mitigation was timely completed;

  • Making decisions regarding the outcomes of inspections and the best course of action to address any concerns and/or findings from the inspection;

  • Following up with railroad operators to inspect if corrective actions or mitigations taken by a railroad comply were the required mitigations outlined in the corrective action for the finding;

  • Participating in the investigation of jurisdictional railroad accidents and incidents, including working with other FRA discipline inspectors on any FRA railroad accident investigations.

  • Performing and monitoring railroad investigations delegated to or including FRA discipline inspectors to determine the cause of the fatality, injury, or property damage, and working with FRA and state program inspectors to determine if civil penalties should be issued if investigation findings are attributed to violation of state and/or federal safety regulations;

  • Working with state field inspectors to perform field reviews of damages/releases involving railroads to ensure compliance with state and federal rules and railroad operating procedures;

  • Managing the performance of direct reports in compliance with the state’s performance management system and DORA’s Performance Management Program, which includes setting the direction, vision and goals for the Office of Rail Safety team in alignment with and support of the division and department’s strategic plan and DORA’s mission of consumer protection.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors;

  • Two (2) years of professional* experience in mechanical, civil, environmental, and/or health and safety engineering, one (1) year of which must have been as a licensed professional engineer working for a railroad.

SUBSTITUTIONS:

  • Appropriate education in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis.

*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:

  • Degree or industry certification in: Mechanical engineering, civil engineering, environmental engineering, or health and safety engineering;

  • Supervisory experience, including fostering a team environment, developing and managing staff by holding them accountable and ensuring follow through of formal processes and systems;

  • Experience and expertise in working as an engineer with Colorado-specific engineering or safety codes and/or regulations;

  • Experience explaining and breaking down complex, technical engineering concepts into layman’s terms;

  • Experience with testimony on, presentation of, and/or leading public discussion on engineering projects/processes affecting the public interest.
