Description of Job

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado by helping consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The Division regulates and monitors the insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

Position: SFA 4092

The primary purpose of the position is to oversee Division initiatives and determine how best to coordinate deliverables across internal work units and ensures statutory deadlines are met for each initiative. The position, in collaboration with the Director of Strategy Operations and Performance, Deputy Commissioners, and the Commissioner, leads efforts within the Division to evaluate the projects in progress and make recommendations on improvements and identifies resource gaps needed to implement current and future initiatives successfully.

Additionally, this position is the primary Division staff member to address inefficiencies and improve the Division’s processes and procedures. The position manages key contracts that cross Division work units (such as Tableau). This involves working with contractors, Division staff, and DORA’s Procurement Director to ensure new or renewed contracts are executed, fiscal and statutory rules regarding the contract are followed, contractors’ work is completed to the specifications of each contract, and invoices are reviewed and approved in a timely manner.

This position also exists to help the division meet the Governor’s goal of lowering healthcare costs by leading the project management components of several initiatives, including: reinsurance, community purchasing alliances, behavioral health parity, the state health coverage option, the primary care collaborative, and out-of-network billing. The position’s primary purpose is to oversee the project management of these new health initiatives, including: determine how best to coordinate deliverables across internal work units and ensure statutory deadlines are met for each initiative; lead efforts within the division to evaluate the projects in progress and make recommendations on improvements; and identify resource gaps needed in order to implement current and future initiatives successfully.

Duties include, but are not limited to:

  • Tracking all deadlines and deliverables to ensure deadlines are met;

  • Reporting on progress via weekly, monthly and quarterly status reports to the Deputy Commissioners and Commissioner;

  • Advising senior leadership on identified areas of risk and updating work units with guidance on how to mitigate;

  • Tracking budgets for each initiative and working with the Office of Accounting and Purchasing and Human Resources to ensure all work is completed within allocated budgets and that resources are spent effectively;

  • Assessing internal resources for new projects and deliverables and making recommendations to division leadership on how best to utilize current staff resources;

  • Developing and supporting the management of contracts and vendors needed to drive the health initiatives;

  • Serving as the lead process improvement and efficiency analyst for the division, including consulting with internal work units to analyze opportunities for streamlining work, improving processes, and implementing cost and time-saving measures.

There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience.

Option 1: Experience

  • Six (6) years of progressively responsible, professional* experience in all of the following areas:

  • Data Analysis: metric development and tracking; collecting, compiling and organizing data; establishing effective reporting mechanisms and reporting on progress to senior leadership;

  • Process improvement: conduct research on implementing time and cost-savings efficiencies and process improvements; collaborate with teams, identify issues, barriers, resources, solutions, and options to address the process inefficiency;

  • Project Management: managing and effectively prioritizing multiple projects, including determining the scope of the project(s); budget planning and management; documenting processes and operations; conducting in-depth research and assessing risks for the completion of initiatives; managing resources; monitoring and driving progress; identifying and troubleshooting barriers; reporting outcomes; and ensuring project milestones and deadlines are met.

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, business management, business administration, public administration, healthcare administration, healthcare management, law, or a closely related field; AND

  • Four (4) years of progressively responsible, professional* experience in all of the following areas:

  • Data Analysis: metric development and tracking; collecting, compiling and organizing data; establishing effective reporting mechanisms and reporting on progress to senior leadership;

  • Process improvement: conduct research on implementing time and cost-savings efficiencies and process improvements; collaborate with teams, identify issues, barriers, resources, solutions, and options to address the process inefficiency;

  • Project Management: managing and effectively prioritizing multiple projects, including determining the scope of the project(s); budget planning and management; documenting processes and operations; conducting in-depth research and assessing risks for the completion of initiatives; managing resources; monitoring and driving progress; identifying and troubleshooting barriers; reporting outcomes; and ensuring project milestones and deadlines are met.

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, business management, business administration, public administration, healthcare administration, healthcare management, law, or a closely related field; AND

  • Two (2) years of progressively responsible, professional* experience in all of the following areas:

  • Data Analysis: metric development and tracking; collecting, compiling and organizing data; establishing effective reporting mechanisms and reporting on progress to senior leadership;

  • Process improvement: conduct research on implementing time and cost-savings efficiencies and process improvements; collaborate with teams, identify issues, barriers, resources, solutions, and options to address the process inefficiency;

SUBSTITUTIONS:

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.

Preferred Qualifications:

  • Intermediate to advanced Microsoft Excel or Google Sheets skills;

  • Demonstrated experience working in a high-stress, high-profile environment communicating with various stakeholders and discerning hidden agendas;

  • Project management experience, including organizational skills and prioritization and delegating of tasks to other team members;

  • Project Management certification(s) such as Project Management Professional (PMP), Six Sigma, Agile Project Management, or Scrum Master;

  • Experience leading local, state, or federal government teams through process improvements;

  • Experience implementing new technological and system-based initiatives;

  • Experience overseeing policy development under both state and/or federal laws;

  • Experience working for the Centers for Medicare and Medicaid Services (CMS);

  • Experience working for CDPHE, Dept of Human Services; Department of Healthcare Policy and Financing, or the Behavioral Health Association;

  • Experience and/or knowledge and familiarity with national, regional and state health and/or property & casualty insurance policy;

OR Bachelor's Degree and Experience: Graduation from an accredited college or university with an associate's degree in business, business management, business administration, public administration, healthcare administration, healthcare management, law, or a closely related field; AND Two (2) years of progressively responsible, professional* experience in all of the following areas: A. Data Analysis: metric development and tracking; collecting, compiling and organizing data; establishing effective reporting mechanisms and reporting on progress to senior leadership; B.Process improvement: conduct research on implementing time and cost-savings efficiencies and process improvements; collaborate with teams, identify issues, barriers, resources, solutions, and options to address the process inefficiency; C. Project Management: managing and effectively prioritizing multiple projects, including determining the scope of the project(s); budget planning and management; documenting processes and operations; conducting in-depth research and assessing risks for the completion of initiatives; managing resources; monitoring and driving progress; identifying and troubleshooting barriers; reporting outcomes; and ensuring project milestones and deadlines are met.

    DORA Q13: The salary range posted for this position is $57,708 - $75,000 annually ($4,809.00 - $6,250.00 Monthly); while appointments are typically made at or near the range minimum, the salary will be set based on the qualifications of the candidate appointed and relevant factors.
