Description of Job

Who We Are:

The State of Colorado is a national leader in addressing climate change and air pollution control. Join us as we protect the health and well-being of Coloradans by enforcing the state's air pollution laws and improving the quality of the air they breathe. The Air Pollution Control Division (APCD) has an exciting opportunity located within theOil and Gas Program.

The Oil and Gas Program (OGP) regulates compliance evaluations, issues permits, and provides outreach and compliance assistance for oil and gas operations in Colorado. Its responsibilities are divided intoCompliance MonitoringandPermitting.

The Compliance Monitoring Unit conducts compliance evaluations, on-site facility inspections, and reviews compliance reports for oil and gas stationary sources. It also responds to air quality complaints, conducts infrared camera inspections, and supports stack test oversight. Additionally, the unit assists in bringing operators back into compliance when non-compliance issues are identified.

What You'll Be Doing:

The department desires an experienced professional well versed in working in a hybrid yet collaborative environment to serve as the Work Lead for the Compliance Monitoring Units in the Oil and Gas Program. The primary responsibilities include but may not be limited to:

  • overseeing the quality assurance of inspection reports submitted by oil and gas field inspectors;

  • monitoring progress and workflow for both full compliance and partial compliance inspection report submittals;

  • checking work product for timeliness, accuracy and soundness;

  • establishing work standards and procedures;

  • training staff on inspection report writing procedures;

  • providing technical oversight and expertise to all oil and gas program and non-program members;

  • assisting with guiding enforcement for any findings of noncompliance;

  • ensuring timely entry of inspection information into CACTIS and;

  • completing programmatic evaluations to recommend program improvements to promote increased efficiency in writing inspection reports.

MINIMUM QUALIFICATIONS:

Experience Only:

Eight (8) years of relevant experience in environmental, regulatory, project management, or consulting experience which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the department.

OR

Education and Experience:

A combination of related education and/or relevant experience in environmental, regulatory, project management, or consulting experience which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the department. equal to eight (8) years

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Experience supervising others or overseeing work

  • Experience in reviewing technical reports

  • Experience gathering, analyzing, and interpreting data for program monitoring or decision making purposes

  • Experience interpreting or implementing state and/or federal air quality regulations

  • Experience writing technical documents

  • Experience providing compliance assistance

  • Experience communicating both orally and in writing to a wide range of audiences

  • Excellent interpersonal skills

  • Ability to create and maintain strong working relationships

  • Proven ability to work as a part of a team

  • Ability to multi-task and work independently

CONDITIONS OF EMPLOYMENT

This position may be required to travel for meetings, events, activities and other stakeholder engagements within Colorado.
