    The Partner Relations and Administration Division serves as the Department’s subject matter experts (SME), Staff and Senior Authorities on county and tribal relations, communications, and outreach; county oversight through management of statutory and regulatory administrative rules and requirements, site reviews and administrative dashboards; county administration funding, budgeting and fiscal monitoring, cybersecurity and information technology compliance and services to counties and implementation and monitoring of county contract and grant administration. The Division serves as the liaison to County Governments, County Partner Organizations, Tribal leaders, and other government officials and their representatives on issues concerning Medicaid, the Child Health Plan Plus, other state health programs and health policy generally. The Division serves as the "face" to our county partners, including County Human Services Directors, Local Public Health Directors, Boards of County Commissioners and tribal leaders. Division staff regularly represent the Department to county and community partners. The Division staff conduct outreach to local community partners including counties, local public health, tribal relations, Connect for Health Colorado local coverage guides, assistance sites and brokers/agents. Division staff identifies opportunities to improve relations and information sharing with local partners and serves as a liaison between the Department and local partners. Therefore, Department leaders rely on Division staff to make recommendations to systematically improve the local administration system, to make daily decisions that impact a workforce of 4,500+ county and eligibility site staff and to develop strategies, project plans and mitigation plans to address systemic issues. Division staff recommendations, as managed by this position, are taken as fact by Executive Leadership, as their expertise in local governments and local administration is specialized and unique; these recommendations also impact and require engagement with other state agencies’ Executive Leadership.

    Division staff are responsible for county communications including but not limited to Memo Series (Operational, Informational and Policy Memos to counties), updates, high priority and pertinent topics from the Department, communicating issues and providing overall transparency between all parties. Division staff attend county and eligibility site related meeting attendance including but not limited to Policy Advisory Committee (PAC), Sub-Policy Advisory Committee (SubPAC) Colorado Human Services Directors Association (CHSDA), Colorado Association of Local Public Health Officials (CALPHO) and Colorado Counties, Inc. (CCI).

    The ongoing COVID-19 pandemic has impacted how and where we do our work. During this pandemic, we are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Description of Job

This position is the Staff Authority and supports the Division and HCPF in county and tribal relationship management, county and tribal communications processes and development, in-person relationship building, county relations internal controls and internal education regarding county departments of human/social services and tribes.

Typical duties include, but are not limited to:

  • Coordinating with the Deputy Division Director to conduct county outreach and serving as one of the primary faces of the Department to local partners statewide

  • Representing the Division Director and Deputy Division Director for county relations in their absence

  • Utilizing established processes and creates new processes and standards for county relationship management, engagement and communications to proactively and robustly liaise with counties about program and policy changes impacting county partners, including high priority and pertinent topics

  • W orking with county departments of human/social services and additional partners and stakeholders who engage with counties

  • Ensuring adequate customer service provided to counties by HCPF and other state agency (CDHS/BHA) staff, working with counties and community partners to educate and enroll eligible but not enrolled clients into public health insurance programs

  • Attending and serving as the HCPF representative for coverage of county and tribal meetings, including but not limited to Economic Security Sub-PAC, Policy Advisory Committee (PAC), Regional Director’s Meetings, HCPF Monthly Director’s Calls, Colorado Human Services Directors Association (CHSDA) and Colorado Counties, Inc. (CCI) meetings, Colorado Commission of Indian Affairs and related sub-committees, formal tribal consultation and other tribal-related engagements, etc.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:

Experience Only:

Seven (7) years of related professional experience in an occupation related to the work assigned to this position

Option 2:

Education and Experience:

A bachelor's degree from an accredited institution in a related field and three (3) years of professional experience in an occupation related to the work assigned.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

    PREFERRED QUALIFICATIONS

  • Prior state experience related to the duties of this position

  • Previous experience working with local or tribal governments

  • Previous experience with communications, including plain language and accessibility

  • Previous experience acting as a neutral negotiator between different parties

  • Previous experience managing communications plans and special projects

    CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

  • Travel 40-50% to county and tribal partner meetings including Sub-PAC/PAC, CHSDA regional meetings if needed, Grants and Incentives site visits, and other in-person meetings, occasional overnight travel. The duties this position is responsible for require statewide travel for approximately 40-50% of the time, occasionally will require overnight travel. This is an estimate and will fluctuate with each week, some weeks requiring more travel than estimated, others requiring less.

  • This is a term-limited position with funding through June 30, 2026. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
