Adult Protective Services Unit

The Adult Protective Services Unit administers the Adult Protective Services program and the CAPS Check Unit (CCU). The APS program provides supervisory oversight of 64 County Departments in the administration of APS. This includes oversight of budgets, policy development, regulations, training for APS county caseworkers, technical assistance, and quality assurance. The CCU provides pre-employment background screening of the Colorado APS Data System (CAPS), pursuant to statutory requirements.

Description of Job

This is currently a hybrid position, requiring two days per week in office (currently Wednesdays and Thursdays) and the ability to report in office based on business need. The office location is 1575 Sherman St., Denver, CO.

The Office of Adult, Aging and Disability Services, Aging & Adult Services welcomes your interest in the Adult Protective Services Unit Policy Supervisor position. This position is the supervisor of the policy team for the Adult Protective Services (APS) program and will be the direct supervisor for four Social Services Specialist FTE within the APS policy team. The APS policy unit will: 1) oversee the development of training and written instructional materials developed for county APS staff, other professional agencies, and community groups; 2) provide technical assistance and consultation to county staff; 3) monitor program requirements compliance; 4) recommend and write, legislative, rule, policy, and other types of changes and provide analysis of same; and 5) participate on external task forces, committees, or work groups.

Additionally, as the APS Policy Unit Supervisor you can expect to:

  • Provide direct supervision of policy unit staff, including coaching, performance management, assigning work, ensuring deadlines and goals are met, and supporting staff in the management of their work. This may include supervision of contract or intern staff as designated/applicable

  • Recommend policy and best practice for the APS program to be implemented by county departments statewide

  • Prepare reports, guidance, and recommendations for Program and Office leadership

  • Participation in Legislative initiatives and rulemaking processes

  • Provide and oversee provision of direction to the county departments related to performance and program compliance

  • Identification of new promising and best practices in the APS program

  • Provide and participate in development/oversight of training for county department APS staff, in conjunction with the APS training specialist’s guidance

  • Oversee and support the unit’s partnership with the Administrative Review Division in monitoring county program compliance with APS statutory and regulatory requirements as it relates to targeted program requirements

  • Provide technical assistance and consultation on complex issues related to adult protection

  • Develop and maintain processes for effective and efficient management of Policy unit responsibilities; set strategic direction in line with leadership and program goals, vision, and values

  • establish and uphold standards for customer service and quality response to county personnel and develop tools to measure effectiveness

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Special Qualifications:

  • At least two years must be experience in Adult Protective Services (in Colorado or other locations), two years of APS experience

  • At least two years must be experience in leadership positions, such as unit work leader, supervisor, and/or

managerial position, 2 years of leadership experiences may be concurrent/within the same role

Minimum qualifications:

Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred qualifications:

  • Over 2 years of supervisory/management experience

  • Over 2 years of experience working in the Colorado APS system

  • Significant understanding of the needs of at-risk and/or aging adults

  • Experience leading teams through program/process design and implementation and/or change management initiatives

  • Experience developing and interpreting rules and regulations and/or policy guidance, especially in government-regulated services

  • Excellent customer service and stakeholder engagement skills with demonstrated successes in supporting collaborative initiatives involving multiple stakeholder types

  • Experience overseeing monitoring and/or quality assurance activities, especially for government-funded services

  • Excellent communication skills (verbal and written), including strong skills in public speaking and facilitation

  • Experience developing and/or delivering training curriculum, virtually and in person

  • Excellent time management skills and attention to detail

  • High emotional intelligence and strong interpersonal skills; ability to adapt to diverse needs of team members while supporting consistent business operations

  • Proven experience building and managing teams and creating successful work environments

  • Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals

Conditions of Employment

The successful candidate in this position must be willing and available to submit to the following conditions:

License verification (licensure requirements), and drug screen (commercial Driver’s license)

  • Must possess a valid, unrestricted US drivers license

  • Position must be able to travel in and out of state

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
