Team (Project) Introduction

Identity Access Management (IAM) is divided into two business lines: Identify Services and Access Services. The primary services supported are the Master Person Index, Provisioning, Authorization Management Service, Single Sign On Internal/ External, Veteran Health Identification Card, and Compliance Auditing Reporting.

9th Way Insignia has an opening for a Program Manager to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT) on the Identity and Access Management (IAM). This high-profile position serves as Insignia's primary point of contact and leads the day-to-day contract operations, ensuring that the IAM scope is delivered within budget, schedule, and quality requirements.

A Manager is responsible for planning, directing, and overseeing the operations and fiscal health of a unit, division, or department.

Functional Job (LCAT) Information:

A Program Manager must have experience with diverse IT projects both large and small. Must be able to manage a portfolio of projects. Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices. Must be able to identify and mitigate risks to the program. Must be able to manage to cost, schedule and performance.

Responsibilities

Resource Allocation: Manage all company and contractor resources and supervise all staff in the performance of work on this contract. Allocate resources efficiently, balancing workloads and skill sets to optimize productivity and meet project milestones.

Ensure that the team is fully staffed with appropriate skillsets per labor category (LCAT) as defined in the IAM Staffing Plan.

Communication: Establish a communication approach that provides effective, consistent, and clear communication to all key stakeholders such as the customer Contracting Officer (CO), Contracting Officer's Representative (COR), project team, and other contract teams.

Ensure timely submission of contract deliverables such as monthly status reports and cumulative key performance indicator (KPI) reports.

Project Planning: Develop comprehensive project plans, including scope, goals, timelines, resources, and budget, in collaboration with cross-functional teams and stakeholders.

Team Leadership: Lead and manage multidisciplinary teams, including developers, data engineers, business analyst, and testers, fostering a collaborative and productive work environment.

Scope Management: Define project scope, track changes, and manage scope creep, ensuring that project deliverables remain within agreed-upon parameters.

Risk Management: Identify potential project risks, develop mitigation strategies, and proactively address issues to keep projects on track and minimize disruptions.

Quality Assurance: Oversee quality control processes, ensuring that deliverables meet established quality standards and user expectations.

Documentation: Maintain thorough project documentation, including requirements, specifications, change logs, and other relevant records.

Stakeholder Engagement: Cultivate strong relationships with clients, users, and interna teams, understanding their needs and expectations to drive successful project outcomes.

Requirements

Bachelor's degree in computer science, information technology, project management, or related field.

10+ years of proven experience as a Program Manager in software development, with a strong track record of delivering projects on time.

Proficiency in project management methodologies, such as Agile, or Scrum.

Excellent leadership and interpersonal skills, with the ability to motivate and manage diverse teams.

Strong problem-solving abilities and a proactive approach to issue resolution.
