Description of Job

About the Work Unit:

This unit exists to provide financial accounting and reporting services in support of the mission of CDPHE. The services provided include: accounts payable processing, billings and collections for fees, licenses and penalties, payroll and timekeeping, payroll cost distribution/allocation, grants financial management, grants and contracts processing, general ledger, indirect cost recovery assessment, reporting and analysis, and enforcement of the state and federal fiscal rules and regulations, department policies and procedures and application of accounting standards as set forth by the Governmental Accounting Standards Board (GASB). The department currently consists of staff exceeding 1,480 employees whose activities are funded by monies from over 300 sources and amounting to over $685 million annually.

What you will be Doing:

This position performs a wide range of professional accounting services in the areas of grants management, reconciliation, and general accounting within the Accounting Unit. Working in collaboration with Accounting, Fiscal, and Program staff, this position exists to provide accurate, timely, and effective accounting support of CDPHE programs. Essential responsibilities include the following:

  • Maintain the integrity of financial data in the State of Colorado’s Operation Resource Engine (CORE). Input, review, correct, and approve financial transactions in CORE. Transaction types include grants set- up, budget documents, internal exchange, accounts payable, receivables, cash receipts, cost accounting corrections, and journal entries.

  • Set-up new grant awards and programs in CORE. Track associated budgets, reconcile expenses and revenue, process payment requests, meet interim and final financial reporting requirements, and maintain an organized file of records.

  • Prepare and interpret scheduled and ad hoc financial reports. Provide timely and accurate reporting as required or requested by internal and external constituencies. Prepare monthly, quarterly and annual cost invoices and send them to grantors for reimbursement of expenditures.

  • Perform reconciliation of general and grant ledger accounts relative to expenditures, revenue, and obligations. Assist with reconciliation of department diagnostic reporting and financial statements.

  • Provide support, make recommendations, and communicate with appropriate Division fiscal and program staff regarding transactions, budgets, programs, adjustments, reconciliations, fiscal rules, and other accounting matters.

  • Support and complete fiscal year-end closing activities.

  • Ensure all work is completed in compliance with established policies and procedures

  • Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Option 1: Experience

Six (6) years of full-time professional accounting and/or fiscal grant management experience.

Option2: Combination of Education and Experience

A combination of education from an accredited institution in accounting or finance AND full-time professional accounting and/or fiscal grant management experience equal to six (6) years.

This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

Preferred Qualifications:

  • Knowledge of a wide variety of accounting processes, principles, and practice

  • Experience working in state or local government

  • Experience with CORE or a similar financial system

  • Experience working with grants or restricted funding sources

  • Experience reconciling revenue and expenses

  • Ability to do pivot tables and data analysis within Microsoft Excel

  • Experience with detailed financial work where processes require multiple steps to completion

  • Organizational skills: the ability to set, track, and accomplish tasks on time with accuracy and efficiency.

  • Attention to detail: Thorough and accurate work, able to closely follow instructions.

  • Critical Thinking: Ability and motivation to develop solutions to complex challenges.

  • Interpersonal skills: Ability to develop and maintain effective, collaborative working relationships with internal and external partners.
