This position is responsible for managing, overseeing, and leading the completion of required analyses, assessments, and reports related to Equal Employment Opportunity (EEO), Transit Equity and Language Access (Title VI), Disadvantaged Business Enterprise/Small Business Enterprise (DBE/SBE) and Americans with Disabilities Act (ADA) programs. The Civil Rights and Equity Analyst will provide technical analysis expertise, experience, and skills to the Civil Rights Division (CRD) and other business units at RTD. In coordination with CRD management and staff, this position manages the development, implementation, and the ongoing execution of division-centric key performance indicators that align with RTDs Strategic Plan. Participates in the development and delivery of division goals, objectives, projects, and priorities. DUTIES & RESPONSIBILITIES: Essential: Lead the completion of analysis and reporting for the Civil Rights Division, ensuring compliance with EEO, Title VI, DBE/SBE, ADA, and other civil rights regulations. Audit data and interpret findings from various sources. Brings opportunities for growth and course correction to the attention of Civil Rights Director and/or appropriate manager. Function as a technical resource/subject matter expert in the area of civil rights and transportation equity policy analysis and development Design and create static and dynamic visualizations using Excel, ArcGIS and Adobe Illustrator. Maintains GIS data using ArcGIS, including editing data, publishing services, and performing analyses on various datasets. Prepares civil rights data reports in compliance with federal and state requirements. Reports include, but are not limited to, Federal Transit Administration (FTA), Equal Employment Opportunity Commission (EEOC) and U.S. Department of Labor as directed. Gathers key performance indicators data and conducts analysis of agency progress toward civil rights programs goals on a quarterly, semiannual and/or periodic basis. Research sensitive, controversial, and/or highly visible public policy and transportation equity issues; frame issues and determine appropriate methods of approach. QUALIFICATIONS: Required: Bachelors degree required, preferably in Research Methods and Analysis, Public Administration/Policy, Business, Psychology, Economics, Urban Studies and Planning, Human Resources, Geographic Information System, Finance or related field with demonstrated course work in statistical analysis, research and survey methodology, geospatial analysis and transportati Relevant Masters degree preferred and may be substituted for one year of required experience. A minimum of five years of experience in performing technical and complex analyses for multiple business units. Experience in government, especially public transit, is preferred but not required. A minimum of three years of experience in professional level work with Title VI of the Civil Rights Act of 1964, Equal Employment Opportunity, Disadvantaged Business Enterprise, Titles II and III of the Americans with Disabilities Act, diversity, equity and inclusion, environmental justice or a related subject matter. An equivalent combination of educat on, experience, knowledge, skills, abilities. Proficiencies, skills and abilities necessary to perform the essential functions Knowledge of civil rights laws, regulations, and guidelines as the they apply to public transportation and transportation equity. Demonstrated knowledge of data analysis and research methods, including geospatial analysis, survey administration and analysis, statistical significance testing and application of US Census Bureau data to understand demographic patterns and trends. Proficiency in Microsoft Office Suite with intermediate to advance skill level in Excel. Intermediate skills with database applications and other software applications, including ArcGIS. Proficiency using ERP/EM systems and databases, such as Workday, Oracle, Salesforce, B2G Now Diversity Supplier and case management systems. Experience developing reports and data visualizations in an analytics reporting tool that interfaces with a database, such as Tableau, Adobe Illustrator and Power BI. Strong analytical skills with the ability to collect, organize, analyze, and disseminate information with attention to detail and accuracy. Proficiency in problem solving and analysis, including the ability to research, analyze, report, document and reconcile data. Experience communicating data analysis results and policy recommendations in public settings such as board and committee meetings, community events, or conferences. Demonstrated ability to communicate clearly and effectively in oral and written form.
