Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
This work unit exists to: (1) protect the health, safety, and welfare of patients/residents of health care facilities in the state of Colorado, by evaluating and securing compliance of licensed and certified facilities and providers, utilizing applicable federal and state laws/regulations and professional standards of practice; and (2) to provide to the public information on health care facilities.
Summary of Position:
Serves as a preceptor, assuming some responsibility for training of subordinate HP IIIs, to include training them in the evaluation of regulatory compliance and writing deficiency reports. Works closely with the section manager and/or supervisors to provide feedback and coaching to staff on work product and projects. Provides work lead supervision for 2 professional FTE in the Home Care and Hospice Section. Develop plans for surveyor training, in-conjunction with the section manager and/or supervisors evaluate surveyor readiness for cross-training within the Home Care/Hospice Programs. Ensures work product delivered by staff is accurate, complete and defensible.
Serves as work leader for specific surveys and coordinates relevant complaint investigations that assess the care, treatment and quality of life provided by health care facilities through observations, interviews and record review. Conducts pre-survey preparation activities; assigns work to survey team members; facilitates meetings between surveyors and facility staff; ensures that survey work is completed accurately by specified deadlines; communicates survey findings to facility staff, and Home Care/Hospice supervisory staff; and following the conclusion of the survey ensures the survey packet is completed and submitted for review in accordance with Home Care/Hospice Section guidelines.

MINIMUM QUALIFICATIONS:
Experience Only:
Seven (7) years of professional experience in a healthcare surveyor role or closely related role such as assisted living, nursing home, homecare, hospice, acute care, etc.
OR
Education and Experience:
Three (3) years of professional experience in a healthcare surveyor role or closely related role such as assisted living, nursing home, homecare, hospice, acute care, etc. and a bachelors from an accredited college or university in a closely related healthcare field such as healthcare administration, dietician, social work, physical therapy, etc.
A masters and bachelors degree from an accredited college or university in a closely related healthcare field such as healthcare administration, dietician, social work, physical therapy and one (1) year of professional experience in a healthcare surveyor role or closely related role such as assisted living, nursing home, homecare, hospice, acute care, etc.

Conditions of Employment:
A pre-employment background check
Ability to travel independently or with a group of other health professionals up to 5% of the time or once per month. Travel may include field audits, attending conferences, delivering presentations, attending meetings, conducting surveys, etc. Fleet vehicles are available depending on location and availability.
Must be able to work in environments where contagious diseases may be present (appropriate personal protective equipment and procedural protocols will be provided).
Be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

Must be able to perform annual fit testing for N-95 masks, as well as complete annual training on donning and doffing of personal protective equipment (PPE).
Must be able to work occasional evening, night, weekend, or holidays depending upon circumstances of survey or complaint.
Must be able to exert up to 15 lbs. of equipment for extended periods of time.
Must be able to walk or stand for extended periods of time including climbing multiple flights of stairs.
