Description of Job
Hybrid. Three time in the office: Mondays, Wednesdays, and Thursdays. This is subject to change due to the BHA’s needs.

This position exists to direct and administer the statewide development, implementation, and monitoring of the Behavioral Health Services Organizations (BHASOs). This position is to provide leadership and management of the BHASO Division. Duties include statewide policy development, operating plans, staffing patterns, and budget management including contracts, personnel, and operations. This position determines the scope of services to be provided, interprets and formulates relevant standards, establishes appropriate policies, writes Request For Proposals (RFPs), negotiates contracts/agreements, supervises staff who provide support and/or technical assistance and training to the behavioral health services network, provides interpretations of legislation, policy analysis, and fiscal note impact to clinical areas, testifies on clinical bills if necessary, and represents the agency on cross-system collaborative boards, committees, and meetings. Serves as the BHA lead on legislative audits as needed when it pertains to Behavioral Health services. The position is responsible for being the BHA expert in monitoring and managing the BHASO contracts. This position has broad regulatory and service purchasing responsibilities. Additionally, this position works closely with other entities for a full continuum of mental health and substance use disorder treatment services and ensures BHA meets its statutory requirements through BHASO contracts.
This position works closely with Regional Accountability Entities (RAEs), as BHASOs are expected to support individuals with Medicaid enrollment, coordinate warm handoffs for Medicaid-enrolled individuals seeking physical health or covered behavioral health services, and support other connections to the RAE’s care coordination team for ongoing support. Provides oversight and management over the BHASO ensuring strategic plans are aligned with BHA rules and statutory requirements.
Provides clinical expertise in driving the direction of agreements, plans, and requirements in meeting BHA strategic initiatives.
Ensures BHASO establishes relationships and collaborates with economic, social, educational, justice, recreational, and other relevant organizations to promote the health of local communities and populations.
Builds strategic partnerships and coordinates collaborative relationship development between county administrators, intermediaries (RAEs, Managed Services Organizations- MSO, Administrative Services Organizations, etc.), the Governor's Office, the General Assembly, and providers to push the Behavioral Health Initiatives and services.
Drives the implementation of a Commitment to Quality Program that holds BHASOs to meet certain performance standards in its network.
Responsible for the adherence to C.R.S. 27-50-301 and the requirements of a complete continuum of behavioral services.
Reviews, analyzes, and interprets statewide data and trends to make recommendations for community or statewide programs to meet the mental and substance use and misuse health needs of individuals who represent minority or vulnerable populations.
Provides coordination and technical support for community partners working to promote health equity, and address racial/ethnic, geographic, gender, and LGBTQ+ populations’ disparities as designated focus areas determined by federal funding.

Experience Only:
Ten (10) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years
Preferred Qualifications:
Licensed for 5+ years as LMHC, LMFT, LCSW, or equivalent education and experience.
The ideal candidate would have a strong understanding of Behavioral Health Disorders – including Mental Health and Substance Use Disorders.
A minimum of 5 years of experience working in community-based mental health programs.
A minimum of 5 years of supervision experience in a behavioral health setting.
A minimum of 5 years of program management experience: program planning, program management, coordination, training and evaluation, and budgeting
In-depth knowledge of treatment approaches, evidence-based practices, and assessment standards.
Demonstrate a track record of managing successful Behavioral Health services.
Demonstrated dynamic leadership skills and the ability to supervise a team of multi-cultural staff.
Proven leadership ability to direct effective Behavioral Health services and to motivate and develop staff toward system reforms.
Strong knowledge of regulations affecting the delivery of mental health services.
Strong organizational skills in managing complex tasks associated with providing services under multiple contracts with different expectations, requirements, and outcomes.
Proving ability to manage healthcare contracts, grants, and procurement.
Conditions of Employment:
This position travels throughout Colorado to meet with community members/partners.
This position is delegated as a hybrid position. The employees must maintain a home office,
internet, and possibly phone to complete required job duties or report to the office when needed.
