Description of Job

The Work Unit:

The SIP Technical Development Unit (Unit) consists of work units performing specialized planning and coordination work for the development and submission of regulatory plans and programs (State Implementation Plans) and supporting technical information for criteria pollutants and regional Haze to the U.S. Environmental Protection Agency (EPA) as set forth in the Clean Air Act.

The Ozone SIP Unit, within the SIP Technical Development Unit provides technical information, media information, and educational material to the public to encourage the further development of air quality programs to address current and emerging issues. Additionally, the Unit provides support for State Implementation Plan Modeling by the Regional Air Quality Council (RAQC) and coordinates with other Division programs and external stakeholders regarding air quality plans and regulations. The Unit also oversees coordination with air quality planning activities performed by other agencies, organizations, and units with respect to criteria pollutants.

What you will be doing

The purpose of this position is to assist with the preparation and development of required State Implementation Plans (SIPs) and other required air quality plans. Air quality plan development requires an extensive technical knowledge of emission sources, emission inventories, emission controls, computer modeling, an understanding of policy and regulatory processes, and excellent written and spoken communication skills along with dedication to collaborate among a wide variety of staff, stakeholders, and decision makers. Accordingly, this position develops and utilizes the necessary technical skills, analytical procedure, and knowledge of regulations and policies through participating in SIP development projects under the direction of the supervisor and project leads, and Division management. This position assists with the compilation, review, and analysis of technical data related to emissions, monitoring, and modeling (computer and mathematical) for use in developing emission control measures and preparing the policy recommendations that will be included in required SIPs or other air quality plans. This position provides information necessary for the supervisor to advocate for the SIP before the RAQC, AQCC, and with EPA.

Job Duties:

SIP Program Assistance

Under direct supervision, this position assists with the identification of SIP elements that must be satisfied, collaborates with technical experts, legal counsel, partner agencies (i.e. the RAQC, local governments, other state agencies and EPA), to develop project plans for Colorado to satisfy federal and state statutory and regulatory obligations. Once approved by Division management, this position then assists with the execution of project plans, measuring progress, reporting on progress to Division management and recalibrating or revising the plans as necessary to satisfy federal and state statutory and regulatory obligations.

Technical Evaluation and Analysis for SIP Development

Under direct supervision, assists with the design and preparation of the technical elements of the ozone and other SIP revisions. This includes identifying data gaps and options to fill those gaps. This position then assists with the compilation and analysis of data related to emissions, monitoring and modeling (computer and mathematical) for use in developing emission control measures and policy recommendations. Next, the position assists with the analysis of air quality related data with theoretically-based methods from the fields of physics, mathematics, meteorology, engineering, chemistry, and statistics to formulate solutions to air quality problems by using applied theory to support the development of air quality plans. All information is then documented, summarized and presented in text, tables and graphics that convey the information in a clear and understandable format. Raw data and information must be preserved and compiled in technical support documents. Finally, the position assists with the preparation of briefings, position papers, reports and summaries of technical assessments for partner agencies (RAQC, WRAP, etc.), Division and Department staff and management, the Air Quality Control Commission, and EPA advocating for management selected strategies and positions.

Analyses of Emission Reduction Strategies

Under direct supervision, this position assists with the analysis of air pollution emission control strategies. This includes identification of emission points, calculation of emissions, and evaluation of appropriate and feasible emission control technologies, assessment of control strategy costs, other economic impacts, and determination of emission reductions potential.

Administrative Duties

Under direct supervision, this position assists with the development of position papers, reports, and summaries of technical assessments for division staff, management, AQCC, and others as necessary. Supports division responses to legislative directives. Supports engagement with a broad group of stakeholders, including disproportionately impacted and other vulnerable communities. Tracks federal and state rule adoptions, evaluates potential impacts of proposed rules, legal challenges, court decisions and guidance documents to inform recommendations to Division management. This includes seeking guidance and making recommendations before the RAQC, AQCC, ECMC, and other decision-making bodies. Supports Division efforts to comment on proposed rules, identifying state concerns and suggesting solutions.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of experience in environmental policy, environmental studies, environmental planning, transportation planning, regulation development, quantitative and qualitative data analysis, or closely related work.

OR

Education and Experience:

A combination of related education and/or relevant experience in physical and/or biological sciences, environmental sciences, environmental studies, atmospheric sciences, engineering, sustainability, public policy, environmental law, or related fields of study; environmental planning, transportation planning, regulation development, quantitative and qualitative data analysis, geographic information systems, environmental policy, or closely related work equal to five (5) years

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:
