About the Department:The Department of Emergency Services is responsible for providing advanced Emergency Medical Services (EMS), emergency planning and coordination for County government, and emergency communications, including 911 dispatch, police communications for the Sheriffs Office and four town police departments, and fire and rescue communications for eight volunteer fire companies and the county EMS responders.

About the Job: This is a full-time, technical position at the managerial level. An employee in this class develops and coordinates the training and public outreach/education program for the Department of Emergency Services. This includes programs for initial certification and licensure and recertification/licensure of personnel. The employee will also maintain training records and ensure that department personnel maintain their credentials. The Training Coordinator reports to the Director, but works closely with Division Chiefs of EMS, Communications, and Emergency Management. The Training Coordinator will also be responsible for supporting BLS Enhancement Committee training goals and objectives.

This position is considered non-exempt in accordance with the Fair Labor Standards Act (FLSA) and is eligible for overtime.

This position has been determined to be essential and is subject to recall during emergency conditions.

This position may be required to work as a Field Paramedic and/or in a supervisory position within the Emergency Medical Services Division occasionally.

Required Knowledge, SKILLS, and Abilities:

  • Thorough knowledge of practices, methods, and techniques of emergency medical services and 911/emergency dispatching fields and ability to apply knowledge to emergency situations.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE:

  • Graduation from an accredited high school or GED AND a combination of education, training and experiences including a minimum of five (5) years as an ALS Provider..

REQUIRED LICENSES AND CERTIFICATES:

Upon Hire:

  • Nationally Registered Paramedic
  • Valid Maryland Class C Drivers License or Equivalent
  • MFRI Hazard Materials Operations
  • EVOC
  • ACLS
  • PALS
  • NIMS/ICS 700, 800, 100 and 200
  • Cardiopulmonary Resuscitation - Health Care Provider
  • Certified instructor in at least one of the following: BLS, CPR, ACLS, BCLS, PALS, BTLS, PHTLS or actively teaching EMT/Paramedic Program

Within 1 month of Hire:

  • Maryland Paramedic Certification

Within 12 months of Hire:

  • Emergency Telecommunicator Course Training
  • Communications Training Officer (CTO)
  • NIMS/ICS 300 and 400

Within -36 months of Hire:

  • Certified MICRB Level I Instructor

PREFERRED QUALIFICATIONS:

  • Bachelors degree or higher in Allied Health, Business Administration or related field.
  • Certification as a MICRB Level II Instructor

CONDITIONS OF EMPLOYMENT

Substance Abuse Test: Must pass a pre-employment urinalysis test for designated controlled dangerous substances.

Criminal Background Check: Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.

Driving Record: May have no more than four (4) points on driving record at the time of hire and while employed in this class series.

Salary Rate:$67,508 - $87,454Depending upon experience
