Montgomery County Recovery Services Senior Manager (OMJ/MC) in Dayton, Ohio

Position Summary: Under the direction of the Director for the Office of Health Services, the Recovery Services Senior Manager is responsible for providing oversight and guidance on recovery services and programs. Operational efficiency of program. Developing and providing recommendations on program policies. Minimum Qualifications: • Bachelor's degree in social work, Public Health, or related field, with training in evidence-based counseling • Six (6) years of progressively responsible supervisory experience in a community-based chemical dependency program, and at least four (4) years program management experience in the substance use disorder field. • Licensure(s) to oversee a substance abuse program (LICDC-CS, LISW, PCC-CS, LPCC, Ph.D., and/or Psy.D. • Understands and acknowledges that Public Health - Dayton & Montgomery County uses evidence-based and evidence informed public health practices based on scientific research including health promotion theory and practice, environmental health measures, and communicable disease control measures including vaccination, isolation, and quarantine practices, and medicine for treatment and prevention of disease, among others. • Understands and acknowledges the use of tobacco or nicotine products in any form including replacement therapy products and prescription medications used to treat smoking addiction for any anyone hired after January 1, 2014, is prohibited • Required to play an active role during the public health emergency, crisis, outbreak, incident, or event in which the Health Commissioner deems additional personnel resources are warranted. This may include changes in responsibilities and working locations/hours. • Completion of Incident Command System 100 and National Incident Management System 700 courses within 90 days of hire • Valid State of Ohio driver's license and insurance on any personal vehicle that will be used for work Preferred Qualifications: • Master's degree in social work, Public Health, or related field, with training in evidence-based counseling • Four (4) years of progressively responsible supervisory experience in a community-based chemical dependency program • Training in counseling, social work, and/or mental health. Responsibilities include but not limited to: • Coordinating, coaching, and supervising staff by assigning recovery services and program tasks to meet agency and program goals; identifying problems and resolutions by continued leadership through training, discipline, accountability, and evaluating performance; serving as a liaison between staff and leadership team. • Developing program logic models and work plans based on objectives and goals • Providing operational direction and coordination of treatment, outreach, and prevention services • Documenting adherence to ODMHAS, ADAMHS, and CARF standards/requirements • Implementing the ADAMHS Service Plan and Quality Assurance Improvement Plan • Monitoring program outcome measurement and evaluation • Supporting and implementing evidence-based best practices • Managing Administrative Operations Capital Plan and program's annual budget; monitoring Medicaid and non-Medicaid claim payments • Developing and managing grants and contracts • Promoting and maintaining relationships with various government agencies, medical resources, institutions, community social agencies, and public groups; participating in community coalitions and committees as requested. • Participating on Public Health's internal committees as requested PHDMC provides a quality, affordable and competitive healthcare benefits package, including the following: • Health, Dental, and Vision Insurance • Vacation, sick, personal leave, and paid holidays • Membership with Ohio Public Employees Retirement Systems (OPERS)
