UIC Government Services and the Bowhead Family of Companies Program Analyst in Crane, Indiana

Overview

PROGRAM ANALYST (F3600-2024-21088):

Bowhead seeks a Mid-level Program Analyst to join our team at the Naval Surface Warfare Center, Crane Division. The Program Analyst will perform a wide range of duties which will include program and project management functions related to NSWC Crane Technology Transfer (T2’s) program, including general T2 issues, non-FAR agreements, intellectual property, (SBIR/STTR) and other activities related to partnerships with industry and academia.

Responsibilities

Essential functions will include:

  • Supporting the Crane Office of Research & Technology Applications (ORTA) with technology commercialization efforts and assisting in tracking royalty payments for patent licenses.

  • Supporting and facilitating engagement with inventors on commercialization potential and opportunities to further develop inventions and innovation.

  • Leverage Crane’s network of Partnerships with Industry and Academia (PIA) and University Partners to assess and develop market studies and business plans to further define and understand the commercial opportunities of invention disclosures, patent applications, and issued patents.

  • Maintaining the files associated with these efforts to assist with the marketing of innovation for licensing and/or collaboration via Cooperative Research & Development Agreements (CRADA).

  • Assisting with coordination of internal and external communications related to the T2 program and other NSWC Crane PIA, including interaction and coordination with NSWC Crane Corporate Communications team relating to news articles, press releases, social media posts and public release approvals.

  • Assisting with internal communications to the Crane leadership via newsletters, sites, program metrics and other communications mechanisms.

  • Developing, preparing and maintaining project plans, Excel spreadsheets and Access databases.

  • Reporting on status and forecasting of projects, documenting project status, and scheduling necessary activities.

  • Establishing priorities, performing research, compiling reports, responding to data calls and other tasks as necessary to document the program status.

  • Assisting and supporting event attendance, planning, scheduling, tracking, and capturing feedback, coordination of conference space, material shipping/tracking, and monitoring Technical Release approvals.

  • Working work with the NSWC Crane Agreement Administrator to assist in the administration of non-FAR agreements.

  • Preparing, managing and executing Non-FAR based Agreements, including tracking agreements through the review and approval process.

  • Interface by phone, email or in-person with NSWC Crane employees and contractors, academic and industry representatives and other potential agreement partners to assist with processing of agreements as needed.

  • Facilitating, planning and supporting meetings required for the preparation, management and execution of agreements.

  • Maintaining and updating the repository of agreements including monitoring active agreements and providing on-going support to the agreement parties to assist in questions and initiate amendments.

  • Assisting in ensuring compliance with terms of the agreement through the monitoring of progress, tracking reports due.

  • Assisting in the development and maintenance of all agreement templates, report templates and data sheets necessary for the agreements process and ensure configuration control of such documents is maintained.

  • Other duties as assigned

Qualifications

  • Bachelors or Degree in a business or technical field and two (2) to five (5) years’ experience in engineering/science management, operations research analysis or financial/cost analysis. Preferred experience in U.S. Navy programs or operations is highly sought.

  • Prior experience supporting NSWC Crane.

  • Prior experience and knowledge of government financial systems and processes is required.

  • Advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.

  • Ability to communicate effectively with all levels of employees and outside contacts.

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Physical Demands:

  • Must be able to lift up to 25 pounds

  • Must be able to stand and walk for prolonged amounts of time

  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. Applicants who currently hold a Secret clearance are strongly encouraged to apply. US Citizenship is a requirement for Secret clearance at this location.
