Omnicell Government Contract Administrator in Cranberry Township, Pennsylvania

Primary focus on General Services Administration (“GSA”) contracts specifically related to product sales under a federal supply schedule, ensuring compliance with regulatory requirements, and optimizing contract performance. This role will collaborate closely with various departments (finance, sales, product, etc.) to streamline contract operations and maintain efficient communication channels with government agencies. Reporting to the Assistant GC – NA Commercial Core. This position requires meticulous attention to detail, strong analytical skills, and a deep understanding of GSA contract procedures within the health products industry.

Responsibilities:

GSA Products Contract Management:

  • Ownership of local, state, and/or federal GSA contracts related to product sales.

  • Oversee initiation, negotiation, and execution of local, state, and federal GSA products contracts in compliance with local, state, and/or federal regulations

  • Maintain accurate records of contract terms, amendments, and modifications, ensuring adherence to local, state, and/or federal GSA regulations and guidelines.

  • Serve as the primary point of contact for GSA products contract inquiries and communications, providing timely and accurate responses.

Contract Performance Optimization:

  • Maintain and add products to GSA schedule, GSA Advantage and state schedules.

  • Monitor the performance of local, state, and/or federal GSA products contracts, analyzing sales data and identifying opportunities for growth and improvement.

  • Monitor contract performance and address any issues or discrepancies promptly, maintaining a high level of customer satisfaction.

  • Booking process for government purchases.

Compliance and Reporting:

  • Conduct regular audits to ensure compliance with local, state, and/or federal GSA regulations, Federal Acquisition Regulation (FAR), and other relevant procurement policies.

  • Prepare and submit required reports to government agencies accurately and in a timely manner.

  • Respond, in connection with legal and compliance departments, to requests for audits.

  • Stay informed about updates and changes to local, state, and/or federal GSA regulations, communicating relevant information to internal stakeholders. Attend trainings and industry events to remain informed.

Cross-Functional Collaboration:

  • Foster strong relationships with internal departments, including product sales, manufacturing, finance, and distribution, to facilitate efficient contract management.

  • Facilitate training sessions to educate internal teams on local, state, and/or federal GSA contract sales opportunities, contracting procedures and requirements.

  • Establish and create processes to validate implementation of processes and procedures for compliance with the GSA and applicable regulations.

Bid Preparation and Submission:

  • Assist in preparation and submission of comprehensive bids for local, state, and/or federal GSA products contracts, collaborating closely with the sales, product and other internal teams ensuring accuracy and completeness.

  • Ensure all bid packages meet local, state, and/or federal GSA submission requirements and deadlines, including pricing information, product specifications, and delivery terms.

  • Educate internal teams (e.g., sales, IT) on local, state, and/or federal GSA requirements such as IT security and personnel background checks set forth in bid requests to ensure such costs considerations are taken in bid pricing.

  • Conduct thorough reviews of bid submissions to mitigate errors.

Required Knowledge and Skills:

  • Excellent written and verbal communication skills with demonstrated ability to effectively address all levels of in-house and customer representatives

  • Effective interpersonal and problem-solving skills

  • Strong contract negotiation skills, including a solid understanding of common legal and business terms and conditions and the ability to effectively explain one’s position to others

  • Ability to independently set and communicate aggressive, achievable, prioritized goals and timelines to internal customers regarding the delivery of contract documents

  • Ability to meet demanding deadlines with an understanding of peak ebbs and flows of position requirements

  • Ability to confront conflicts directly and respectfully

  • Attention to detail and well organized

  • Familiarity with accounting processes as they pertain to the Contracts function; working knowledge of SalesForce and SAP accounting systems

  • Proficiency with Microsoft Office Suite

  • Excellent communication and negotiation abilities, with a focus on building productive relationships with government agencies and internal stakeholders.

Qualifications:

  • Bachelor’s degree in business administration, contract management, or related field, or 5 years equivalent local, state, and/or federal GSA contract administration experience.

  • Proven experience in local, state, and/or federal GSA contract administration, specifically focused on product sales.

  • In-depth knowledge of local, state, and/or federal GSA regulations, FAR (Federal Acquisition Regulation), agency supplements thereto, and other relevant government procurement policies.

  • Experience with all forms of government solicitations (RFP, RFQ, and other forms) and managing all forms of government contracts (ID/IQ contracts, GWACS, BPAs, and GSA schedule contracts, open market ordering), including reviewing and understanding pricing, representations and certifications.

  • Strong analytical skills with the ability to interpret complex contract terms and conditions.

  • Certification in federal acquisition (e.g., NCMA, CFCM, CCCM certification) is a plus.
