Job Title: District Child Evaluation Specialist
Qualifications: Must have a Bachelor’s Degree from an accredited College in a qualifying professional discipline in accordance with 911 KAR 2:150. Must have at least four (4) years multidisciplinary team experience outside the First Steps Program evaluating/assessing and working with children with and without developmental disabilities or delays between the ages of birth and five years, with emphasis in the birth to three age group. Must hold a current license and/or certification for his/her profession from their discipline-specific state licensing or certification body in Kentucky. Must be currently approved, or qualify to be approved, as a KY First Steps Developmental evaluator in accordance with 911 KAR 2:150. A Master’ degree or higher in a qualifying discipline is preferred for this position and will substitute for two (2) years experience as required above.
Hours: Monday through Friday 8:00 am until 4:30 pm. Other times may be required with the job or adjusted by your supervisor.
This position reports directly to the POE/LLA Manager.
Summary of Job Duties: The District Child Evaluation Specialist (CES), as part of the Point of Entry (POE/LLA) team, shall work to enhance the quality and appropriateness of First Steps services by utilizing his/her expertise in early childhood development for screening of children referred to First Steps; completing the Five Area Assessment for established risk children; identifying the appropriate discipline(s) for the eligibility determination; reviewing of IFSPs, and other duties as assigned .
Essential Duties and Responsibilities:
Conduct screenings of children referred to First Steps using a cabinet-approved screening protocol.
Complete Five Area Assessments (in lieu of a PLE) using a Cabinet approved criterion reference instrument, for children referred to the POE who have a diagnosed established risk condition.
Determine the disciplines needed for eligibility determination and in collaboration with the Service Coordinator, coordinate the multidisciplinary evaluation/assessment and any further assessment when/if needed, for children with established developmental delay
May participate as a member of the multidisciplinary evaluation team, when his/her discipline is an appropriate choice for the child’s evaluation team.
Participate in IFSP meetings for children with whom the District Child Evaluation Specialist has completed an evaluation/assessment or 5-Area Assessment.
Monitor the implementation of IFSP’s, including changes to IFSP’s.
Assist the State Lead Agency, POE Manager and other POE Staff in assuring quality services in the district that are performed within the required timelines.
Provide care based on ethical concepts, adhering to established standards of practice and engage in activities or behaviors that characterize professionalism.
Ensure the accuracy, content and completeness of client files.
Provide services within time requirement as set forth in Agency policy and procedures.
Refrain from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position.
Respond to emergency situation in a timely fashion.
Demonstrate the ability to work effectively with other team members, as part of a multidisciplinary team, and independently, when necessary.

Must have at least one year experience in administering, scoring, and interpreting the Bayley Scales of Infant Development in a standardized,
reliable, and valid manner, or be eligible to be certified on the Bayley after training.
Must be able to demonstrate knowledge of early childhood development by completing a competency assessment on early childhood development at a proficiency level as established by the Cabinet.

An orientation and additional training, including the PLE orientation modules, training on the Bayley Scales of Infant Development, and mentoring from the Record Review team will be required.
This position may be subject to periodic and ongoing review by representatives from the First Steps program to assure their work demonstrates knowledge of child development and adherence to First Steps program standards. First Steps program reserves the right to require additional training, increased monitoring and/or replacement of a District Child Evaluation Specialist.
Possess a valid Driver’s License and maintain a safe driving record if required for job performance.

While performing the duties of this job, the employee occasionally works in outside weather conditions, may be off-site from normal office location or placed at a Residential Program.
The noise level in the work environment is mild to moderate.
Environmental Data and Job Hazards:
Hours of work are structured 7.5 or 8.0 hour blocks of time but may be subject to irregular and/or flexible hours based on needs or demands.
Position may require duties to include routine or reasonable anticipated tasks or procedures where there is a degree of actual or potential exposure to blood or other infectious materials.
All staff are required to participate in yearly trainings regarding infection control and safety in the environment including hazardous waste and blood borne pathogens.
All new staff must attend training regarding handling physical, verbal threats, acts of violence or other escalating and potential dangerous situations including when police need to be summoned.
All staff must be certified in Cardiopulmonary Resuscitation within one month of employment and maintain the certification, if providing direct care.
