The State of New Hampshire, Department of Safety, Division of Motor Vehicles has a full-time vacancy for Program Specialist IV, SOC Title 13-1040 COMPLIANCE OFFICER-5, which has a 37.5 hour work week and is considered exempt.

SUMMARY:Develops and manages the Division of Motor Vehicles, Pupil Transportation Program by evaluating, analyzing, and overseeing program operations and implementing applicable policies and procedures. Evaluates and investigates statewide driver education schools and programs to ensure compliance with state regulations under Saf-C 1300.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:

Education:Master's degree from a recognized college or university with major study in management, business administration, public administration or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Four years' professional experience in management, business administration, public administration or related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

OR

Education:Bachelor's degree from a recognized college or university with major study in management, business administration, public administration or related field.

Experience:Five years' professional experience in management, business administration, public administration or related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:None required.

Special Requirements:Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Manages the statewide Pupil Transportation Program, including developing and proposing objectives and goals to ensure that all school bus drivers are properly credentialed, and background checks are completed to ensure compliance with applicable motor vehicle laws and administrative rules.

Develops and implements policies and operating procedures and training curriculums that are consistent with NH laws, administrative rules, national precedents, and fiscal considerations.

Conducts audits of school bus companies and conducts random inspections on school buses to ensure they are properly inspected. Coordinates with the Directors Office to address areas of non-compliance found during audits.

Administers written examinations for potential school bus driver applicants and school bus driver instructors, facilitates the issuance of credentials, and maintains corresponding files.

Evaluates complaints, conducts investigations, provides written findings and recommendations to the D V Director in relation to the Pupil Transportation Program, and testifies at administrative hearings and in court proceedings, when necessary.

Creates and analyzes statistical data and reports for use as required for the Department, Division and/or legislature. Testifies at legislative hearings, and/or present data and testimony in writing if necessary.

Oversees support staff to ensure databases and records are updated, responds to all inquiries, and oversees the receipt and tracking of school bus rosters.

Ensures all necessary forms, documents and manuals are provided to assigned school bus companies and drivers.

Attends meetings, training seminars or other functions as necessary and complete other related Division of Motor Vehicles duties as required by the Director.
