The State of New Hampshire, Department of Information Technology, Business Relationship Management Div - DHHS has a full time vacancy for an IT Manager - MMIS/IT Manager V.

SCOPE OF WORK: This role serves as a functional bridge between external Contractors, Medicaid Management Information System (MMIS), and Department of Information Technology (DoIT), leadership, and other internal stakeholders in support of the MMIS systems. This includes leading, managing, coordinating, and having oversight responsibilities for DoIT teams as well as working with DHHS MMIS staff to maintain and enhance the MMIS systems. This role requires a high-level understanding of the business areas impacting the MMIS, including DHHS functional areas and business operations. This consists of the associated systems and activities including Pharmacy Benefits Management System (PBMS), Claims processing, Reporting, Medicaid Enterprise System (MES) and the Design, Development, and Implementation (DDI) of new MMIS initiatives. Coordinates with MMIS leadership and DHHS bureaus and divisions to identify Medicaid-related system requirements, conveys those requirements to the project teams, and ensures that the system solutions meet the business needs.

ACCOUNTABILITIES:

Acts as the DoIT liaison to the Medicaid Director, MMIS Leadership, DHHS CIO and senior executive leadership of the Department of Health and Human Services and participates in strategic planning with respect to any automated systems initiative that either supports the Medicaid program or that impacts the Medicaid Management Information System.

Collaborate with DHHS staff and the Medicaid director in the development of Advanced Planning Documents, (APDs), and reports to obtain federal approval for IT projects. This includes keeping up to date with the latest CMS requirements for the Medicaid.

Coordinates cross-project activities. This includes assisting in the formulation, organization of resources, status monitoring, and the publishing of periodic updated project plans with milestones of for the MMIS portfolio of projects. It requires providing project management oversight over complex MMIS system implementation projects involving direct, matrixed, and contractor staff.

Collaborates with the DHHS MMIS Leadership on strategic planning for code releases and develops risk mitigation strategies that include change, risk and resource management aspects. This will be accomplished by continuous collaboration between the DHHS and MMIS team in the process of prioritization of change requests and defects resulting in recommendations for code release deployments.

Engages pertinent business partner staff, representatives from other IT projects, and external stakeholders as needed to define project requirements, scope, and the timeline for testing and implementation of a solution to meet a given business need.

Tracks, reports and presents project status to executive management and other entities as requested.

Working with the MMIS Leadership, and the Technical Manager, MMIS, contributes to the development strategies, methods and processes for the execution of comprehensive testing of data conversions, interfaces, code development, defect prioritization, change management, risk mitigation, and conflict resolution for components of projects.

Writes and/or participates in the development of Requests for Proposal (RFPs), contracts and contract amendments for contracted IT services to maintain, develop, and implement IT solutions in support of Medicaid or the expansion of the MMIS.

Coordinates with internal and external entities that provide data to or receive data from the MMIS, including other DHHS systems, CMS, and other DHHS service contractors, to ensure that the interface requirements, file record layouts, source to target mappings, and transmission protocols are agreed upon, tested, and implemented.

Manage and provide leadership to DoIT staff in support of the MMIS systems. The teams consist of developers and analysts led by the Technical Manager, MMIS.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Ten years of experience in information technology or data management, five years of which shall have been in a supervisory or management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

SPECIAL REQUIREMENTS:The candidate will have a strong Project/Program Management background in large, complex application development environments.Ideally, the right candidate will have experience with Medicaid and claims processing in the healthcare industry.The candidate will have exceptional verbal and written communication skills that will be effective across several levels of stakeholders and vendors. Vendor management experience that involves large complex application development programs, (both on-shore and off-shore), will be critical. Knowledge of budget control, performance analysis, risk, and contract management is required.

LICENSE/CERTIFICATION:Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
