The State of New Hampshire, Department of Transportation, Bureau of Finance and Contracts, has a full-time vacancy for a Contract Specialist.

SUMMARY: To provide coordination for the implementation of the Department of Transportations procedures for advertising of all Federal and State funded highway, bridge, public works, low bid Technical Services Contracts and specialty projects. Prepares contract documents for execution and Governor and Council consideration. Advises and makes recommendations to various Department Bureaus, Attorney Generals Office as well as the contracting industry.

MINIMUM QUALIFICATIONS: Education: Bachelors degree from a recognized college or technical institute with a major study in accounting, business management, finance, business administration, economics or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Two years of professional or paraprofessional experience in accounting, business management, finance, business administration, economics or related field, with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.

PREFERRED QUALIFICATIONS:Computer proficiency in Access, Excel, Monarch, NT Windows.

SPECIAL REQUIREMENTS:All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

RECOMMENDED WORK TRAITS:Considerable knowledge of the organization and operations of the department or agency in which position is assigned. Considerable knowledge of the principlesof administrative work. General knowledge of current literature in specialized field of work. Ability to write technical information. Ability to communicateeffectively in oral and written form. Ability to establish and maintain effective relationships with governmental officials, other employees and the general public.Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

RESPONSIBILTIES: Implements and interprets contract procedures as promulgated by Code of Federal Regulations, 23 Highways, Part 635 Construction and Maintenance as to Contract Procedures, 635 and insures proper Davis Bacon wage determinations are included per 29 CFR.

Acts as Pre-qualification Administrator in his/her absence in providing assistance in completion of applications and in the interpretation of Chapter Tra 400, Prequalification of Contractors and in the issuance of contract bid documents and assists the Commissioner at weekly bid openings.

Communicates and assists contractors, bonding, insurance company and the Attorney Gen rals Office as to correct contract requirements and required certifications. Advises other Bureaus in the correct procedure for advertising low bid contracts and assembles them to ensure all proper documentation necessary is included.

Prepares contract proposals for advertising. Reviews contract proposals for accuracy and determines the type of work to be contracted for by examining the items in the estimate. Interacts with Federal Highway Administration in the issuance of addenda and certifies all Bidders are in receipt.

Prepares Governor and Council requested resolution letters for contract approval. Ensures that contract documents are complete and accurate and in compliance with Federal and State requirements prior to forwarding to the Attorney Generals Office for their legal review for contract form and execution. Processes negotiated consultant engineering and specialty agreements. Prepares documents and letters for submission to the consultants. Explains requirements regarding insurance, registration with the Secretary of State and any other requirements. Responsible for accuracy and completeness of these documents prior to submission to Attorney Generals Office. Also responsible for verification that all contractors transacting business with the State of New Hampshire are so registered and have renewed yearly registration, ensuring that all Resident Agents who execute the Performance Bonds are properly licensed to do so in the State, that all necessary affidavits, certificates of authority, powers of attorney have been furnished, that all signatures are property sworn to, sealed and dated.

Participation on committees, work groups, task groups and other cross-functional teams as assigned.
