The State of New Hampshire, Department of Health and Human Services, Office of Legal and Regulatory Services has a full time vacancy for Child Care Licensing Coordinator.

SUMMARY: Plans and coordinates professional assessments of a variety of residential and non-residential childcare programs. Provides technical assistance and utilizes specialized knowledge and skills in evaluating and analyzing business programs or operations. Coordinates complex complaint investigations and conducts independent investigations. Evaluates compliance with applicable state and federal laws and regulations regarding health and safety in child-care programs.

RESPONSIBILITIES: Plans, coordinates and conducts licensing, monitoring and investigation inspections of a variety of child-care programs to evaluate and analyze child care programs or operations; inspects and evaluates the physical plant, toys, equipment and learning materials and evaluates health and safety practices and policies, to determine compliance with applicable state and federal laws and regulations.

Provides consultation, technical assistance, and supervision to operators or administrators of child care programs, with regard to provision of services, regulatory requirements and best practices to guide them in all areas of effective management of child care.

Investigates complaints of maltreatment of children, child abuse or neglect in conjunction with appropriate state agencies, and other allegations of non-compliance to identify potential health hazards or substandard conditions.

Coordinates and supervises a team of professionals to ensure that a comprehensive evaluation is conducted and that each member of the team fulfills his/her responsibilities in a thorough, timely manner.

Compiles and analyzes data from interviews, observations, reviews of records and reports to establish a record of evidence to support determinations of compliance or non-compliance with applicable state and federal laws and regulations.

Prepares compliance and non-compliance reports for service providers based on collected evidence using principles of documentation for legal proceedings.

Exercises professional demeanor and judgment in interpersonal relations with service providers, consumers, the general public and state and federal agencies.

Analyzes evidence and supporting data to substantiate enforcement remedies for regulatory non-compliance.

Evaluates, approves or disapproves corrective action plans submitted by child care programs, develops directed corrective action plans when necessary, and evaluates compliance with approved corrective action plans to ensure compliance with applicable state and federal laws and regulations.

Stays current with early childhood education and child development research.

MINIMUM QUALIFICATIONS: Education: Bachelor's degree in education, social services, child development, early childhood education or other discipli e focused on children or social programs. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years professional experience in early childhood education, child development, education, or social services delivery, with responsibility for program implementation, direct service delivery, and program management, planning and evaluation. Each additional year of approved work experience in a licensed, registered, or certified skill area relevant to child care licensing may be substituted for one year of required formal education.

License/Certification: Valid driver's license and/or access to transportation for statewide travel. A state issued vehicle may be supplied for this position.

SPECIAL REQUIREMENTS: 1. Must be willing and able to travel in and out-of-state, including overnight stays, and attend out-of-state training sessions as assigned. Travel throughout the North Country is required to perform job function with weekly travel to Concord. FOR POSITIONS ASSIGNED TO HEATH AND HUMAN SERVICES ONLY:

  1. Must be able to satisfactory complete or meet additional training criteria relevant to the assigned program area; such as but not limited to: Centers for Medicare and Medicaid Services (CMS), Surveyor Minimum Qualifications Test (SQTM) CMS Basic Life Safety Code Course US Food and Drug Administration Certified Milk Sanitation Rating Officer US Food and Drug Administration Certified Sampling Surveillance Officer Standardized by a certified US Food and Drug Administration Food Service Ratings Officer Qualified Instructor for food protection manager certification: qualification must meet the standards of the Conference for Food Protection Basic Child Care Licensing Health and Safety Course

  2. Must be able to observe, in real time and without slowing or otherwise interrupting the progress of, all applicable types of ongoing health care treatment (e.g., including emergency treatment, treatment during weather and other extreme situations, etc.).

  3. Standing for long periods of time, walking lengthy distances, lifting, climbing, stooping, pulling, and pushing in order to adequately inspect and observe all medical facilities, equipment and procedures, such as emergency exit procedures, remote storage facilities, any areas where cleanliness may affect the possibility of infection, medical equipment, etc.
