Air Education and Training Command SUPERVISORY FREIGHT RATE SPECIALIST in Columbus, Mississippi

Summary The primary purpose of this position is to serve as the supervisor of the Outbound Cargo Section, responsible for planning, directing, and developing a transportation management program for the transportation and movement of Department of Defense (DOD) freight. Responsibilities Plans, organizes, and directs the activities of the Outbound Cargo Section. Develops goals and objectives that integrate organization and cargo movement objectives. Exercises supervisory personnel management responsibilities. Provides counsel to employees regarding policies, procedures, and directives of management. Represents Cargo Movement with a variety of installation and functional area organizations. Cargo Deployment Function (CDF) Officer and/or Instructor. Acts as the Officer in charge of the CDF. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Freight Rate Series, 2131. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of transportation management policies, principles, and practices, in order to plan and direct installation traffic management operations involving movement of cargo Knowledge of transportation concepts, principles, and methodology to provide program management and technical assistance on a wide range of complex issues and problems associated with movement of Department of Defense (DOD) cargo and freight. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of transportation management polices, principles, practices and techniques including knowledge of transportation surface and air movement, practices, and operations and shipping requirements within the transportation function. Knowledge of laws, rules, regulations, policies and procedures relating to various types of cargo movements. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to identify, analyze, and translate complex information, makes appropriate judgments, and evaluates options concerning movement of DOD cargo and freight. Knowledge of technical training methods, techniques and procedures relating to hazardous materials and the ability to conduct formal classroom training. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
