Overview

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

We prefer a candidate who can be onsite or work a hybrid schedule at our Richland campus, but we will consider applicants who are virtual.

Responsibilities

The Business Finance Professional will support and contribute to the development of the Pacific Northwest National Laboratory’s Government Accounting team in the Business Service Directorate, to ensure the effective, efficient, and compliant execution of $1.6B of research and development in basic science, energy, and national security. Provide guidance to the PNNL CFO/Associate Lab Director for Business Services Directorate (BSD), as well as the BSD leadership team and business offices, on matters relating to government accounting.

Manage and assist with the development of the annual Incurred Cost Submission (ICS). Participate in the Accounting Practices Committee that identifies changes to accounting practices and assists in the communication of accounting changes to internal stakeholders and in the Finance Manual. Act as a coordinator for specific internal and external audit activities within BSD.

Serve as a knowledgeable resource on allowable cost determinations, Federal Acquisition Regulations, and Cost Accounting Standards. Assist in the review of corrective action plans (CAP) resulting from audit findings related to finance and accounting.

Stay informed and provide advice on changes to applicable federal/DOE laws, regulations, directives, and handbooks. Contribute to the drafting and preparation of White Papers and participate in special projects. Support BSD Training in Government Accounting foundational areas, including Cost Accounting Standards, and engage with auditors. Participate in the Government Accounting subcommittee community of practice with DOE labs.

Additional Responsibilities:

  • Responsible for the oversight and implementation of all business processes utilized in the management and operations of assigned Directorate(s) including: financial forecasting, budgeting, business analysis, and financial performance

  • Performs trend analysis of financial indicators and communicates to senior management direction on financial risk areas, performance assessment, business implementation and strategy impacts

  • Provides validation of Directorate(s) goals associated with Sales, BV, FTEs and Net Income. Responsible for the processes and procedures associated with the full funding cycle, proposal to project close-out

  • Establishes internal controls to reduce risk associated with business operations

  • Ensures compliance with accepted accounting methods, government regulations and internal policies and procedures

  • Provides business interface to clients and other Battelle managed laboratories

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-

  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • 7-10 years in the federal regulatory and contracting environment (DOD experience preferred).

  • Multiple positions at federal contractors in contracting, finance, or accounting.

  • Familiarity with Defense Contract Auditing Agency (DCAA), Inspector General, or other federal audit.

  • Engagement with federal oversight and federal or non-federal audit.

  • Expertise in the following regulations and rules: Cost Accounting Standards (CAS); FAR and DEAR; DOE Orders.

  • Directives, and Policies; DOE Financial Management Handbook (FMH); DOE integrated prime contracts (non-integrated contracts desirable); OMB applicable guidance and Circulars; COSO (Green book); and GAO (Red book).

  • Strong interpersonal skills and proven record of success in building and maintaining effective relationships with a diverse set of customers, senior management, stakeholders, regulatory entities, 3rd party providers, peers and subordinates.

  • Excellent oral and written communications with the ability to influence and provide counsel to Lab executive leaders and stakeholders to accomplish business objectives and contractual obligations.

  • Demonstrated record of outstanding customer service and continuous improvement through using best practices, process and systems improvements and effective change management.

  • A demonstrated ability to be proactive and forward thinking in a fast-paced environment.

  • Experience with large ERP system (preferably Oracle Cloud); advanced Excel skills needed.

  • Excellent management skills and ability to mentor, motivate and develop staff.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
