Hiring Range: $129,000.00 - $143,000.00 annually

(salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Thursday, 6:30am – 5:00pm, subject to change. Under FLSA guidelines, this position is exempt.

Responsible for the development, oversight, and maintenance of El Paso County (EPC) Engineering Standards, including the EPC Engineering Criteria Manual (ECM), EPC Drainage Criteria Manual (DCM), EPC Standard Specifications for Road and Construction, and EPC Standard plans. Develops and controls the use applicable standards; identifies, recommends, and implements changes and provides support for engineers and other professionals through the development of design criteria and guidelines, standardization of work procedures, training, response to design quality issues, and facilitating the use of new technology and innovations. Assists with developing related policies and standard operating procedures and ensuring that standards are met and maintained.

Essential Duties/Responsibilities

  • Attends and represents the County at various meetings with citizens, developers, contractors, consultants, utility providers, County departments, and other governmental agencies.

  • Provides recommendations to the ECM Administrator regarding revisions to standards, development of design criteria and guidelines, standardization of work procedures, training, response to design quality issues, facilitating the use of new technology and innovations, and increases in efficiency.

  • Evaluates the acceptability of proposed new or revised standards changes, applying laws, regulations, engineering judgment, policies, and industry standards to determine acceptability.

  • Leads and participates in industry standards work groups which may result in the need for criteria, policies, and procedure changes.

  • Conducts research by coordinating with various technical and subject matter experts to gather accurate information on proposed or revised standards changes.

  • Develops and maintains standards documents and online resources for professional use of El Paso County Engineering Standards.

  • Responds to information requests from internal professional staff, Federal, State and Local agencies, consultants, contractors, and the public, answering questions about El Paso County Engineering Standards.

  • Responsible for Engineering Standards revisions; assists reviews of policies, SOPs, and outcome measures to ensure related standards are met or exceeded.

  • Responsible for keeping current with engineering standards, Federal, State and County regulations, and applicable laws and codes.

  • Schedules, plans, and conducts meetings/briefings regarding engineering criteria with elected officials, staff, and industry; maintains documentation.

  • Maintains liaison with El Paso County Planning and Community Development Department, other Local agencies, and Colorado Springs Housing and Building Association.

  • Ability to lead, manage, and train others; ability to objectively review, evaluate, and document the performance of employees.

  • Monitors and advises personnel, records, and systems regarding engineering standards, including establishment of proper documentation, measurement of outcomes, and compliance.

  • Accomplishes complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work schedules.

  • Participates in the development and implementation of goals, objectives, policies, and procedures for the division and department.

  • Attends and represents the County at various meetings with citizens, developers, contractors, consultants, utility providers, County departments, and other governmental agencies.

  • Researches, documents, and provides recommendations to the ECM Administrator regarding revisions to standards and deviations from established standards.

  • Assists in budget preparation for the Engineering Division.

  • Performs other duties as required.

Supervision Exercised:This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.

Supervision Received:Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.

Qualifications

Knowledge, Skills & Abilities

  • Knowledge of principles and practices of civil engineering and administration as applied to the design and methods, materials, techniques, planning, and construction of County infrastructure and development projects.

  • Knowledge of project management and construction principles, public communication and issue resolution techniques, and procurement and contracting procedures and policies.

  • Knowledge of principles, practices, methods, and techniques of land surveying.

  • Knowledge of plan checking methods and the ability to exercise sound independent judgment within established guidelines, including compliance with codes and regulations.

  • Knowledge of current development in legislation, literature, sources of information relative to public works, engineering, and development issues.

  • Broad experience in traffic, stormwater, design, and construction engineering preferred.

  • Ability to apply statistical techniques such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis preferred.

  • Ability to communicate effectively, both verbally and in writing, and to maintain effective working relationships. Ability to provide excellent customer service. Ability to make formal presentations to groups or individuals.

  • Ability to analyze, interpret, and explain technical plans and procedures, planning and zoning regulations, Federal, State and County regulations, applicable laws, codes, and regulations.

  • Ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.

  • Ability to analyze and interpret reports, maps, drawings, blueprints, test data, aerial photographs, and other topographical and geological data.

Required Education & Experience

  • Bachelor's degree in civil engineering.

  • Ten years of professional experience in civil engineering specific to road and bridge design and construction, including four years of project management experience.

  • Five years of supervisory experience.

Preferred Education & Experience

  • Master’s degree in engineering, public administration, or business administration.

Licenses/Certificates

  • Must possess and maintain a valid driver's license.

  • Professional Engineer’s (PE) license; possession of Colorado PE within six (6) months of employment.

Pre-Employment Requirements

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily performed in an office and remote work environment dependent on Department discretion and business needs. Some field work is required in the inspection of various land use developments, construction sites, or public works infrastructure.
