El Paso County Policy & Compliance Analyst in Colorado Springs, Colorado

Summary: Provides professional-level support to the Financial Services Department, including evaluating and testing internal controls for Financial Services and other El Paso County Departments and Offices to ensure processes and procedures are being followed. Ensures Departments and Offices of El Paso County maintain compliance with Federal and State statutes and regulations concerning disclosure, conduit debt, sub-recipient monitoring, Uniform Grant Guidance, and other financial matters. Drafts and manages policies for Financial Services and other El Paso County Departments and Offices.

Essential Duties/Responsibilities:

-Ensures proper monitoring and oversight controls are in place for Grants, Memorandums of Understanding (MOU), Intergovernmental Agreements (IGA), and Sub-Recipients to verify compliance with the Uniform Grant Guidance and adherence to Federal, State, and Local policies and procedures. -Researches and interprets all new Securities & Exchange Commission (SEC) pronouncements, Governmental Accounting Standards Board (GASB) issuances, Financial Accounting Standards Board (FASB) issuances, Governmental Audit Quality Center (GAQC) guidelines, Uniform Grant Guidance, Committee of Sponsoring Organizations of the Treadway Commission (COSO), Payment Card Industry (PCI) data security standards and other issuances, regulations, guidelines, and/or statutes that may affect El Pa -Develops and facilitates training sessions with Department and Office staff regarding updates to regulations such as the Uniform Grant Guidance, changes to Federal/State laws, GASB, GFOA, and COSO guidelines concerning compliance for El Paso County. -Develops guidelines and implements processes to ensure El Paso County maintains compliance with Federal and State agencies; ensures compliance with Board of County Commissioner policies. -Develops policy proposals, recommendations, and reports based on research findings and analysis. -Drafts guidelines and policies for Financial Services and other El Paso County Departments and Offices. -Reviews El Paso County's Certificates of Participation (COP) issuance terms and conditions to ensure compliance and timelines are met. -Ensures El Paso County is in compliance with the Municipal Securities Rulemaking Board's Electronic Municipal Market Access (EMMA) website. -Evaluates internal controls for Administration and Financial Services and makes recommendations for needed revisions; evaluates internal controls for other County Departments and Offices as requested. -Performs periodic testing of internal controls within Administration and Financial Services to ensure all processes and procedures are being properly followed; performs testing for other Departments and Offices as requested. -Analyzes current controls to reveal duplicate or missing checks and balances.

-Attends various departmental and other meetings to determine the need for new or revised guidelines, processes, policies, and procedures. -Conducts various research projects requested by County Departments or the public, including Colorado Open Records Act (CORA) requests. -Performs other duties as required.

Qualifications Knowledge, Skills & Abilities:

-Working knowledge of internal controls and monitoring compliance with various policies, procedures, regulations, and statutes. Must possess a high level of organizational skills, initiative, and attention to detail. -Must possess strong independent judgment skills, problem-solving skills ,and perform job duties with minimal supervision. -Proficiency with Microsoft Office, such as Windows, Excel, PowerPoint, Outlook, and Word. -Ability to handle sensitive situations w th tact and diplomacy. -Ability to understand and consistently interpret Federal/State regulations such as the federal Uniform Grant Guidance, GASB pronouncements, GAQC, GFOA, COSO, the EMMA website, and PCI data security standards and train staff on maintaining compliance. -Ability to multi-task and utilize problem-solving skills. Must be able to communicate effectively both verbally and in writing. -Ability to establish effective working relationships with co-workers, County staff, Elected Officials, and outside agencies. Ability to provide excellent customer service. -Ability to use standard office equipment, including computer, copier, multi-line telephone, and scanner. -Maintain regular and punctual attendance.
