Job Description The NERC Regulatory Compliance Consultant is primarily responsible for monitoring and staying current on NERC CIP and O&P standards and developments, ensuring the organization's readiness for new requirements. The position is also responsible for conducting in-depth research, planning, developing, and implementing compliance programs to ensure the company meets all federal, state, and other regulatory requirements. Works independently to provide guidance to internal departments regarding regulatory compliance. Designs and leads employee training on relevant regulations as needed. Participates in and contributes to rulemaking proceedings. Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations. Job Responsibilities Researches and remains current on NERC standards and new standards under development. Communicates pending or upcoming NERC regulatory proposals. Coordinates PSE readiness for implementation of new NERC requirements across the organization. Coordinates new standard commenting/balloting process. Plans, develops and implements programs to ensure compliance with all regulatory requirements. Develops and/or supports trainingto ensure employees are knowledgeable regarding new standards prior to their effective dates. Directs activity for the testing, monitoring and support of high level assessment by business unit in regard to formal audits. Interacts with internal and external auditors to provide support and address audit concerns; implements responsive and corrective solutions. Provides input into rulemaking proceedings. Assists compliance program managers in developing complete and executable plans. Formulates sound control practices and processes for managing potential risks and exposures. Supports internal controls program management and control effectiveness testing. Participates in industry forums and communicates relevant information and best practices to stakeholders. Performs other duties as assigned. Minimum Qualifications Bachelor degree in business, accounting, finance, economics or engineering or applicable field and eight years of relevant experience; or an equivalent combination of education and experience. Strong written and verbal communication skills. Must be self-directed and willing to mentor peers and team members. Thorough understanding of utility operations and regulations, and as may be related to specific area of regulatory/compliance specialty for department. Thorough understanding of federal and state rules and regulations. Proficiency in Microsoft Office Excel, Word, PowerPoint and Access or other database applications. Desired Qualifications CPA, MBA, JD, PE or experience in public policy. Thorough understanding of NERC compliance regulations and rule making processes.
