Description JOB SUMMARY Environmental Compliance Inspector I Conducts industrial and environmental investigations. Samples water and wastewater for chemical, physical and bacteriological parameters. Determine compliance with discharge regulations and conducts environmental assessments. Conducts industrial facility and business program investigations. Responds to chemical spills and odor complaints. Interprets and analyzes data. Documents activities and findings. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS - Plans and lays out work according to volume and assignments for most efficient completion. Anticipates delays and takes corrective action. Arranges for equipment, supplies and resources to be available for assignments. Completes projects in a timely manner. Maintains flexibility to change work assignments or priorities. - Inspects and samples industrial users to ensure compliance with Federal, State and local discharge regulations. Interfaces with company contacts to conduct interviews and convey regulatory requirements. Interprets regulations as they apply to industrial users. Determines surcharge rates. Reviews and comments on industrial discharge permits. - Conducts business program inspections including Sewer Service Charge Based on Usage of the System (SSCBOUTS), Non-Discharge Status (NDS), Non-User Status (NUS) and Temporary Discharge Permits to ensure appropriate billing. Reviews special billing reports to determine accuracy. Works with customers and District staff to resolve billing issues. Conducts water leak investigations and makes recommendations for customer reimbursement. Inspects septic samples and waste hauling records to ensure compliance with District regulations and procedures. - Conducts environmental assessments for the purpose of determining attainment of water quality standards and/or the effectiveness of District programs/projects, including chemical, physical and bacteriological water quality sampling, evaluation of stream habitat and benthic macroinvertebrate and fish community assessments. Interprets water quality standards and criteria. - Conducts sediment sampling for the purpose of determining material handling and disposal. - Required to be on-call, carry a District cell phone and report for duty within one hour as scheduled. Actively participate as a District representative on local Hazmat teams. Responds to and investigates emergencies such as hazmat incidents, oil or chemical spills, odor complaints, wastewater treatment plant upsets and dry weather discharges of wastewater to the environment during and outside of regular work hours. - Makes decisions as to what materials are needed to complete a project, what sampling methods should be used and when to refer issues to a supervisor. Ensures that materials and equipment are in proper working order. Troubleshoots and finds solutions to equipment problems. Sees that equipment is given proper care and arranges for required service. - Measures wastewater and stream flows. Analyzes results of sampling data. Evaluates and interprets analytical data to determine compliance with regulations or attainment of water quality criteria. Diagnoses problems by critically examining data (calculate pollutant loadings, identify temporal and spatial trends). Performs calculations as needed. - Compiles and collates information. Files hard copy records and enters data into electronic information management systems. Designs maps, charts and graphs using appropriate computer software. - Evaluate outfall monitoring data in order to prioritize and conduct Illicit Discharge Detection and Elimination (IDDE) work, including outfall sampling, source tracking and problem remediation.
