General Statement of Duties

This employee is responsible for directly overseeing the department’s program quality management, accreditations, and ODJFS licensing programs. While working with the various organizational divisions, they will evaluate the operation of the department while providing support across the departmental structure to streamline processes. Responsibilities include ensuring compliance with policies and procedures related to assigned areas, initiating direction for all activities within the section, and supervising and monitoring the activities of subordinate personnel. Cooperates with agencies and community organizations to enhance and expand recreational activities, resources, and funding sources. Performs related duties as required.

Park Explore Nature Program

For over 90 years, the Cincinnati Park Board’s Explore Nature Program has continued to connect people of all ages, backgrounds, and experiences to the natural world by interpreting our community’s ecological, cultural, and historical resources.

Cincinnati Parks is seeking an innovative nature education leader to bring a fresh perspective to the development and administration of the Explore Nature Program. In addition to leadership and management skills, this person should have a strong background in current best practices of environmental education programming and the ability to evaluate, envision, and implement transformative methods to meet the needs of our diverse community. This includes leading a team of certified Naturalists to build upon this program's legacy.

Duties Include leading a team to:

  • Develop an innovative vision for year-round nature education programming to serve our diverse community.

  • Create strategies and goals to implement equitable and inclusive programming throughout our parks, nature centers, local schools, and community events.

  • Build partnerships with like-minded community-based organizations.

  • Develop and implement community feedback surveys to track program satisfaction and inform programming needs to reach targeted audiences.

  • Track and regularly report on the deliverables of implementation efforts, including program reach, outcomes, and revenue generation.

  • Seek grant opportunities to support programming objectives and improvements to nature centers.

  • Hire, supervise, train, and direct employees providing educational programming.

Minimum Qualifications (KSAs)

Knowledge of:

Personnel management techniques, including disciplinary processes.

Knowledge of budget preparation and administration. Ability to relate constructively with subordinates, peers, management and community representatives.

Knowledge of youth development, youth quality program quality assessments, athletics, leisure and recreational theories and principles.

Recreation and leisure programming skills. Organizational skills, objectives, methods, and assessments used in the organization, promotion, and execution of recreation and leisure service activities.

Management and personnel principles and procedures concerning selection of discipline, and performance evaluation.

Productive training techniques.

Basic accounting principles.

Marketing principles and methods.

Basic statistical operations needed for reporting purposes.

Basic and preventive maintenance procedures for facilities and systems (i.e., electrical, plumbing).

Safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.

Pertinent federal, state, and local laws, codes, and regulations.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability to:

Implement and maintain positive employee relations.

Promote and maintain highest integrity throughout all personnel.

Analyze and manage effective EEO/AA programs.

Required Education and Experience

A Bachelor's degree in Business Administration, Public Administration, Education Leisure Studies, Parks & Recreation Management, Sociology, Psychology or related field is preferred and two years of experience in Parks/Recreation field or similar industries where they have managed people, programs, and properties

Certified Park and Recreation Professional certification must be acquired within 12 months of hire (probationary period).

OTHER REQUIREMENTS

Must have a valid Driver's License. Must be an excellent communicator and team builder. Must be willing to work irregular hours. Certified Parks and Recreation Professional desirable. Degree in Parks and Recreation Administration or related field desirable. Experience and or knowledge of the CAPRA Accreditation and Licensed Child Care process is desirable.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Office environment; exposure to computer screens; working closely with others. Will require driving to center locations.

Physical Conditions: Duties require maintaining physical conditions necessary for sitting, standing, walking for prolonged periods of time; light and moderate lifting and carrying; manual dexterity required; must be able to operate assigned vehicle.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
