General Statement of Duties

This employee reports to the Director and/or Deputy Director of Buildings & Inspections. This employee manages, supervises, assigns, and reviews the work of inspection staff responsible for the enforcement of building, zoning, mechanical, plumbing, elevators, electrical, housing, hazard abatement and related codes and regulations governing the construction, alteration, maintenance repair, and use of buildings, land and structures. This employee develops and implements programs and procedures within the building inspection unit. Ensures work quality and adherence to established policies and procedures. Coordinates building inspection activities with other divisions and outside agencies. Directs the more technical and complex tasks relative to assigned area of responsibility. Performs other duties as assigned.

Minimum Qualifications (KSAs)

Knowledge of:

Pertinent federal, state, and local laws, codes, and regulations s and procedures relating to the construction and maintenance of buildings, land, and structures. Building Department administration and use of data with performance metrics Enforcement practices and procedures using civil or criminal remedies and techniques for obtaining voluntary code compliance.

Modern and older methods, practices, and materials of general building construction. Methods and techniques of inspections related to zoning and building codes. Principles of accounting and municipal budget preparation and control. Principles of supervision, training, motivation , goal setting, planning, time management, and performance evaluation.

Construction reference standards, ordinances, regulations, policies, and procedures.

Safety policies and procedures.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability to:

Plan, organize, direct, and control the activities of assigned division to ensure effective and efficient delivery of services.

Train assigned employees in the technical provisions of the code and the customer service techniques needed to support residents and the development community Read building plans and understand construction documents and be able to communicate effectively with a diverse range of customers and knowledge levels.

Supervise, direct, and coordinate the work of lower-level staff. Select, supervise, train, and evaluate staff.

Interpret and explain City zoning/inspection policies and procedures.

Prepare clear and concise technical reports, draft ordinances, and code amendments.

Communicate clearly and concisely, both orally and in writing.

Engage in legal proceedings as a fact witness and oversee various Establish and maintain effective working relationships with those contacted in the course of work including a variety of City officials, community groups, and the general public.

Handle adversarial situations in a diplomatic manner.

Examples of Work Performed

Manages, in an efficient and fiscally responsible manner, the Inspections Division in the Department of Buildings & Inspections.

Coordinates the organization, staffing, and operational activities for the assigned area of responsibility within the Buildings and Inspections Department. Participates in the development and implementation of programs, goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.

Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

Directs, coordinates, and reviews the work plan for assigned services and activities for the department’s inspection division; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

Establishes schedules and methods for providing assigned duties and customer services; identifies resources needed; reviews division needs with appropriate management staff; allocates resources accordingly.

Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; oversees other personnel issues and concerns; ensures payroll issues are addressed.

Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.

Prepares specialized reports for submission to City Manager, City Council and other governmental groups as required, prepared correspondence as needed.

Performs inspections; enforces building, zoning, and municipal code regulations; interprets code requirements and policy guidelines; consults with peers and Director on issues of interpretation of codes, new policy adoption, etc.

Maintains current knowledge of techniques and materials used in building construction. Assists those contacted in the course of duty in an effective, efficient, and professional manner.

Responds to challenges, questions, and concerns related to the inspection division.

Assists those contacted in the course of duty in an effective, efficient, and professional manner. Performs field inspections as necessary to verify the work of staff complies with all policies, procedures and code requirements.

Consults with and advises building permit applicants, contractors, etc. to clarify building codes; research code issues, Conducts informative presentation to in-house personnel and the public; works with other City agencies on building code issues.

As required, testifies in court and at related hearings about code-related issues. Coordinate assigned inspection activities with those of other divisions or inspection agencies; ensure that staff adhere to established safety policies.

Direct and coordinate inspections for buildings, structures, plumbing systems, elevators, licensing for state and local agencies, the demolition of buildings, testing of fire alarm systems and life safety systems.

Directs the issuance of certificates of occupancy, vacation of building orders, stop work orders and general building orders.

Must be an excellent communicator and team builder.

Required Education and Experience

A bachelor’s degree in Architecture, Engineering, or Construction Management is required plus five years of experience in enforcing building codes, housing codes, and relevant standards through inspection programs. This experience must includeat least three years in managing work processes associated with construction permit and code enforcement inspections at the supervisory level, focusing on strategic human resource management and project management.

Relevant experience may be substituted for education and education may be substituted for relevant work experience.

OTHER REQUIREMENTS

Must have a valid Driver's License.

Must be an excellent communicator and team builder.

Must complete a minimum of 30 hours of related continuing education during each three-year period of employment in courses prescribed and approved by the Ohio Board of Building Standards.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:

Indoor and outdoor environments; exposure to office computer screens; work in various construction environments; exposure to building materials, silica, dust, asbestos, electrical energy and noise; work on slippery or uneven surfaces.

Physical Conditions:

Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; moderate lifting and carrying; must be able to make visual assessments and distinguish colors; some climbing, kneeling, bending; must be able to operate assigned vehicle.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
