DEFINITION

Under direction and in collaboration with the Healthy Homes Senior staff, the incumbent performs duties of a supervisory nature; evaluates the work performance of program staff involved with the various programs. This work involves coordinating duties and functions through subordinate staff with varied requirements, skills, and abilities. This position also acts as the liaison with outside agencies and other County programs; maintains program records, screens, interviews and determines offenders' eligibility, and schedules clients. The incumbent assumes responsibility for the overall program operations in the absence of the Program Manager.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist in working with staff to develop and maintain a high performance, customer services-oriented work environment that supports achieving MAAC's mission, strategic goals, and core values. Coordinates and   integrates program functions and responsibilities to achieve optimal efficiency.

  • Works closely with the management team to ensure implementation of program, work processes, procedures and policies required to achieve overall program results.

  • Recommends customer service/quality control procedures for assigned areas of responsibility.

  • Prepares and maintains a variety of records, reports, and files; maintains and generates numerous records and reports.

  • Attends a variety of meetings, conferences, committees, seminars, and training sessions.

  • Responsible for ensuring that staff adheres to MAAC's Human Resources Policies and Procedures

  • Participates in developing and monitoring performance against the annual program budget.

  • Monitors maintenance of program and project accounting and information systems.

  • Draft monthly variance and other reports and reconciles financial reports quarterly for final approval.

  • Assist in tracking and monitoring of personnel development and provides coaching for performance improvement and development.

  • Maintains calendar for and assists in preparing of annual performance reviews in a timely matter.

  • Generates and maintains references of all related contracts, awards, MOU’s, and consultant agreements.

  • Oversees the tracking and evaluating of the department outcomes.

  • Provides up to date information and training to staff.

  • May be required to attend evening and/or weekend meetings, workshops and trainings and travel to conferences.

     

    QUALIFICATIONS AND SKILLS

    Knowledge of:

  • Federal State and local laws, regulations applicable to grant and contract administration, lead abatement and weatherization housing rehabilitation projects.

  • Computer skills and use of database applications.

  • Progressive approaches and practices for program service delivery.

  • Various communication styles, human behavior, cross cultural diversity, and group dynamics.

  • Progressive approaches and practices for program service delivery

  • Social, political, and environmental issues influencing program/project development and implementation.

  • Human Resource management and procedures and labor contract provisions.

  • Standard safety procedures and precautions.

  • Utilize various computer software applications to access/process information and prepare required documents in a timely manner.

  • Analyze and make sound recommendations on program management, funding sources and MAAC's management and administrative issues.

  • Communicate effectively verbally and in writing to audiences of various social, cultural, ethnic, educational, and economic backgrounds.

  • Effectively coordinate, perform, and complete multiple duties and assignments concurrently and in a timely manner.

  • Prepare clear, concise, and comprehensive correspondence, reports, studies and other written materials appropriate to diverse audiences.

  • Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.

  • Effectively resolve complaints; deal constructively with conflict and develop effective resolutions.

  • Establish and maintain effective working relationships with all levels of management, governmental and funding sources representatives, and public interest and community groups.

     

    EDUCATION/EXPERIENCE/CERTIFICATION

     

  • A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a recognized four-year college or university with a bachelors' degree in nonprofit administration, public policy, public administration, public affairs, sociology, psychology, criminal justice, social work or a closely related field

  • At least three (3) years of supervisory experience

  • At least one (1) of which have been at a supervisory level, in a non-profit management, education, social services or other such similar agency or an equivalent combination of education, training and experience

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
