Job Description

Citigroup Health Insurance Society (CHIS) Analyst is a developing professional role. CHIS is a separate entity from Citi Japan, and the team is handling various administration and planning work focusing on Health Insurance operations under the supervision of Ministry of Health, Labor and Welfare. This team also closely works with Citi Japan HR Benefits team for Citi’s wellness initiatives. Applies specialty area knowledge in monitoring, assessing, analyzing and/or evaluating processes and data. Interprets data and makes recommendations.

Good understanding of how the team interacts with Insured members, HR, HRSS as well as labor and social security attorney in accomplishing the objectives of the area. Develops working knowledge of Health Insurance Laws and regulations, industry practices and standards. Limited but direct impact on the business through the quality of the tasks/services provided.

The individual in this role will be employed by Citi Japan and seconded to CHIS.

Responsibilities:

  • Assists in developing and executing the CHIS and Citi’s wellness strategy.

  • Participates in managing key areas of health insurance operation and is responsible for communicating with internal counterparts as well as the third parties to develop a consistent best practice approach.

  • Ensures that CHIS practices are compliant with the relevant regulatory recommendations and requirements.

  • Contributes to the designing and presentation of market trends and incorporation into annual merit cycle.

  • Identifies policy gaps and formulates policies, defines business issues and formulates recommendations on policies, procedures or practices.

  • Prepares advanced analytics and modeling to fulfill ad hoc data requests.

  • Makes judgments and recommendations based on analysis and specialty area knowledge.

  • Focuses on administering defined procedures, analyses and report preparation.

  • Additional duties as assigned.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup and CHIS, its assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

  • Initial assignment of this role will be membership control, which handles Health Insurance enrollment and withdrawal in accordance with the Health Insurance Law.

Details of Initial Assignment

  • Screening of membership enrollment/withdrawal documents.

  • Insurance card handling – issuing new cards for newly enrolled members and dependents and collecting cards from former members after disqualification.

  • Calculation of Insurance Premiums based on members’ remuneration, charge them to each member company and collect the fund

  • Handle various reports and application in accordance with health insurance and social insurance regulations.

  • Be in charge of annual screening of dependents qualification

  • Creating reports to the government (Monthly, Quarterly, Sem-annually and Annually)

  • Collecting “My Number” and handle registrations

Qualifications:

  • 3-5 years relevant experience

  • Proficient in Microsoft Office with an emphasis on MS Excel

  • Ability to meet deadlines while dealing with multiple priorities.

  • Consistently demonstrates clear and concise written and verbal communication skills

  • Planning ability for various CHIS activities

  • Ability to carefully review relevant documents and applications with meticulous attention

  • As a team member, ability of promoting DX projects, handling and sorting various data and information (e.g. Data Health Plan), and creating presentation materials

  • Native Level Japanese Language is a must (needs to fully understand Health Insurance Laws and notice from government which are only available in Japanese language)

  • Business level English

  • Team spirit

Education:

  • Bachelor’s/University degree or equivalent experience
