25% Under general direction, serves as a System Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (DHS):

  • Functions as an analyst and lead programmer independently performing tasks of a difficult and specialized nature, which includes the analysis and evaluation of system requirements using online batch processing, CICS, DB2, VSAM, JCL, COBOL, Easytrieve, and various system utilities.
  • Confers with user groups and other DoIT/DHS staff to develop cost and time estimates, and design requirements for new or enhanced processing systems.
  • Coordinates the testing and implementation of systems utilizing online and batch processing, JCL, COBOL, Easytrieve, DB2, and system utilities.
  • Participates in verbal and/or written presentations of proposed data processing systems.

20% Serves as a system analyst for the Consolidated Accounting and Reporting System (CARS) and other systems assigned to the CARS team:

  • Conducts feasibility studies.
  • Provides expertise to lower level DoIT/DHS staff.
  • Confers with user groups to establish DoIT/DHS requirements for current, new, or enhanced processing systems.
  • Reviews and verifies users are implementing current requirements.
  • Produces program and system specifications for complex systems and tasks which includes system flowcharts, audit trails, control procedures, and coordinates the testing and implementation.
  • Evaluates system/program test results to ensure overall conformance to the system/program objective.
  • Analyzes and diagnoses system issues and coordinate efforts to resolve.

20% Functions as an analyst and lead programmer for specific systems and tasks:

  • Assists manager in the coordination of the workload of other unit staff ensuring the proper development of programs and completion of all required forms, documentation, and procedures with the objective of successful implementation and continuing production operation of the systems.
  • Prepares user guidelines, operational manuals, and system documentation as required.

15% Consults with users and other DoIT/DHS staff regarding production and program problems:

  • Confers with DoIT/DHS staff to determine problem areas and the methodology to correct.
  • Resolves production operations problems and maintains production system and database integrity.

10% Participates in the coding, testing and implementation of programs while coordinating the development or major revision of a systems project.

5% Keeps abreast of new developments in the Information Technology field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
