$130,240.38

POSITION SUMMARY

Manages the Authority's strategic planning efforts with regard to major rail capital projects, rail capacity analysis, ridership forecasting, modeling, network analysis, and rail fleet management. Interfaces with local agencies on project coordination, funding, infrastructure, and transit research issues. Coordinates and assists Planning staff in developing strategic initiatives and long range rail system development plans that will enhance the viability of the Authority as a public service agency.

Qualifications

PRIMARY RESPONSIBILITIES

  • Oversees the operations and activities of strategic planning staff by assigning and prioritizing work and monitoring work progress.

  • Assigns or delegates responsibility for specific projects or functional activities to section personnel.

  • Oversees projects that utilize computer model outputs (i.e. CMAP regional model, STOPS, CTA OD Model etc.) to forecast ridership, fare policy impacts, operation and maintenance costs, and network analysis.

  • Oversees analysis of architectural and historical significance of CTA properties, including rail stations, concession spaces and other real estate.

  • Oversees analytical work including Geographic Information Systems (GIS) and asset management projects.

  • Oversees the development of the Authority's strategic, long-range planning projects, including projects eligible for major federal funding programs (i.e. Core Capacity, New Starts or Small Starts), as well as other CTA initiatives.

  • Guides the focus of long-term infrastructure projects according to the interests of the Authority and the transit industry.

  • Provides oversight of environmental and historic reviews, including Alternative Analyses (AAs), Environmental Assessments (EAs), Environmental Impact Statements (EISs) and other planning studies.

  • Manages related consulting contracts.

  • Ensures coordination with Federal Transit Administration (FTA), Illinois Department of Transportation (IDOT), Regional Transportation Authority (RTA), sister agencies, other internal departments, and other governmental agencies.

  • Establishes working relationships with other governmental agencies (e.g. FTA, Chicago Metropolitan Agency for Planning (CMAP), IDOT, Chicago Department of Transportation (CDOT), Regional Transportation Authority (RTA), etc.) and the other service boards. Participates in and supports coordination with other agencies’ planning initiatives, including long range strategic plans.

  • Integrates information from market research studies, capacity analyses, resource planning, asset management and strategic initiatives into overall CTA plans and policy recommendations. Coordinates the synthesizing of industry knowledge and research findings to support applications in initiatives such as transit-oriented development (TOD), infill stations, and long-range corridor studies.

  • Reviews, approves and/or evaluates scoping studies, RFPs, and LIQs for projects that require consulting or other professional services.

  • Supports coordination on rail fleet issues:

  • Manages analysis efforts to support long-term fleet development on behalf of Planning concerning capacity, compliance, maintenance, procurement, and retirement projects.

  • Oversees the update of the rail fleet management plan.

  • Coordinates with Scheduling and Rail Operations on fleet use issues. Develops recommendations on behalf of Planning for yard and shop capacity.

  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. Evaluates the performance of department staff to provide opportunity for enhancing their career development and to ensure adherence to Authority’s programs and policies.

  • Performs related duties as assigned.

CHALLENGES

  • Large projects sometimes take many years to implement, and periods of dormancy are often followed by periods of intense activity that are difficult to schedule and that frequently overlap.

  • Managing adequate project coverage with a very small staff requires development of a close-knit team of staff, which is made more difficult by the fact that positions in this unit are excellent training for private-sector jobs.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Transportation, Urban Planning, Civil Engineering, or a related field, plus five (5) years of experience in transportation planning, operations, and/or policy analysis, or an equivalent combination of education and experience relating to this position.

  • Masters Degree in related field preferred.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

  • Working knowledge of federal, state, and local laws and regulations relating to area of work.

WORKING CONDITIONS

  • General office environment.

  • This position is considered a "C-List" position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Additional Details: Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
