POSITION SUMMARY

Leads, plans, and monitors areas of custodial services, customer service, and staff performance relating to Rail Station Management. Provides administrative oversight of the procurement of materials and services. Oversees and monitors results of departmental projects and programs, and manages the development and implementation of departmental policies, procedures, and goals. Establishes effective and efficient processes, structures, and procedures that reflect industry-leading practices, as well as complies with applicable laws and policies. Works with Authority departments to achieve Rail Station Management objectives and provide clean, healthy, safe, and functional facilities to Authority employees and customers.

Qualifications

PRIMARY RESPONSIBILITIES

  • Oversees and monitors the delivery of quality customer service within assigned station locations.

  • Reviews and monitors the upkeep of the rail station management department’s performance plans, and any relevant reports.

  • Evaluates and monitors staff performance. Reviews assessments made by management and recommends action plans for improving work processes and procedures.

  • Administers corrective action/discipline in accordance with established policies and procedures.

  • Oversees the general appearance of assigned stations through weekly observations and inspections; meets with supervisors to review schedules, concerns, issues, and provides assistance based on criteria received from performance management.

  • Coordinates with senior managers and managers to review issues and concerns in order to maintain consistency with procedures, cleaning practices, training, counseling, and performance evaluation reviews.

  • Reviews and promotes programs to stimulate employee morale, recognition, and shared interest.

  • Schedules, manages, and evaluates projects; monitors special event preparations; reviews maintenance requirements and project proposals; monitors results of projects and programs; performs quality control inspections and follow-up; meets established timelines; oversees contractor performance and monitors the work schedule to ensure timely completion.

  • Develops, leads, and provides strategic oversight for the rail station management department’s budget, goals, and objectives.

  • Identifies and provides recommendations for areas of improvement within the Rail Station Management Department by means of observation, work orders and various reports.

  • Oversees the development of project plans for executing department goals and performance improvement.

  • Defines, develops, and evaluates objectives, standards, and performance levels. Develops managerial performance criteria, goals, and evaluation procedures and processes.

  • Plans and finalizes annual budgets and project cost estimates.

  • Manages and performs snow removal processes as needed to ensure facilities and stations are accessible and safe for all Authority employees, customers, and transportation equipment/vehicles.

  • Prepares and executes a Snow Response Strategy (SRS) meeting for each snow event which includes plans on the deployment of snow removal staff and coverage of all assigned stations.

  • Oversees the organization of equipment and tools to ensure supplies needed are sufficient to implement SRS.

  • Reviews and ensures submission of injury reports and related reports should accidents or incidents take place during the implementation of the SRS.

  • Must be available to work 7 days a week, 24 hours a day “on-call” to ensure sufficient coverage is met during emergency snow removal events per departmental policies and guidelines.

  • Leads the development, implementation, and administration of Rail Station Management goals, objectives, policies, and performance metrics. Works with senior management to develop projects and initiatives, delegates to appropriate staff, and sets priorities and deadlines. Acts as a liaison between departments to develop viable methods for program implementation.

  • Coordinates with various Authority departments to ensure safe, healthy, and clean facilities, specifically during periods of construction, emergencies, and special events.

  • Represents the Authority at meetings with vendors, contractors, and municipal agencies. Occasionally interacts and contacts with the general public.

  • Maintains the Authority’s image by collaborating with customers, government, community organizations, and employees; enforces ethical business practices

  • Oversees the activities of personnel during system emergencies, incidents, and weather-related emergencies that may require additional services and personnel.

  • Oversees the evaluation of new products, equipment, and technology. Researches products and equipment in order to assess quality and reliability properly. Assists with contract management and negotiations with vendors and suppliers, and assists with specification development.

  • Works with Senior Managers to hire, train, develop, monitor and evaluate staff performance; evaluates employees and subordinates annually.

  • Provides performance feedback and counseling; oversees, coordinates, and participates in performance evaluation discussions and ensures timely completion and distribution.

  • Develops departmental rules and renders decisions on matters of employment, employment relations, and disciplinary action to ensure continued labor-management dialogue, working relations, and direction of shared interest concerns.

  • Performs related duties as assigned.

CHALLENGES

  • Keeping the Authority abreast of industry standards and best practices to ensure that facilities are kept clean, safe, and functional.

  • Designing maintenance programs and initiatives that ensures efficiency and remains budget consciousness.

  • Dealing with stress due to “24-hour on call” nature of the job.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Management or a related technical field, plus seven (7) years of janitorial, maintenance and/or customer service experience, of which three (3) years is in a management or supervisory role, or a combination of education and experience relating to this position, including any relevant military experience.

  • Valid State of Illinois Driver’s License is required.

  • Must complete Rail Safety Training.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

  • Requires stooping, bending, kneeling, standing, walking, and climbing.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

WORKING CONDITIONS

  • General office environment.

  • Required to work in the field, subject to existing weather conditions.

  • Must travel throughout the CTA service area when monitoring the performance of assigned personnel.

  • Subject to normal subway conditions such as noise, dust, moving vehicles, etc. when visiting field locations.

  • Must work in close proximity to moving vehicles and energized third rail.

  • This position is considered a "C-List" position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Additional Details: Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
