Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST, Position Description Number PDT5902100 and is part of the WY 153rd Maintenance Operations Flight, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". Responsibilities The primary purpose of this position is to evaluate and manage the 153d Airlift Wing's Aviation Petroleum, Oil & Lubrication (AVPOL) program; serves as the Wing Refueling Document Control Officer; manages all aspects of the Unit's Flying Hour Program funds; and provides support to the supply functions within the Group. Formulates and consolidates budget inputs, trend analysis, and execution evaluations of all Maintenance Group funding requirements. Requires an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. It requires knowledge of analytical and evaluative techniques to conduct analysis and studies; knowledge of administrative regulations and operating procedures; and knowledge of management principles and organizational theory, techniques, procedures, and regulations. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: U.S. Citizenship Required. Must obtain and maintain a SECRET security clearance. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Area 1: All permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within 153 MXG. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. EXPERIENCE: Must possess at least one-year specialized experience, education, or training equivalent to at least the next lower grade level (e.g., GS-7) and possess experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. OR May substitute education for experience if possession of: Master or equivalent degree; OR 2 full years of progressively higher-level graduate education leading to such a degree related to the field. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. Course work in fields closely related to the position may be accepted it is clearly providing applicant with the background of knowledge and skills necessary for successful job performance. (Must provide transcripts with application if substituting education for experience.) Specialized experience is defined as: Monitoring Aviation Petroleum, Oil, and Lubricants (AVPOL) consumption to determine the rate of usage against command standards. Monitoring Ground Service charges to assigned aircraft by mission/design/series (MDS) and serves as the wing point of contact. Working with higher headquarters and staff on all issues pertaining to flying hour funding. Verifying propriety of all expenditures obligated against Flying Hour funding sources. Consolidating annual maintenance operating budgets for incorporation into the overall annual financial plan. Performing in-depth analysis of financial plans for all Maintenance Group production squadrons, flights, and sections. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Skill in using Information system software packages for the retrieval and analysis of maintenance, supply and budgetary data on assigned weapons systems. Applying accounting principles ensuring that all ledgers and documents are properly reconciled. DRIVER'S LICENSE: Must possess a valid driver's license.
