Responsibilities Serving as a Supervisory Facility Operations Specialist GS-1640-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Mission and Readiness Support Directorate (MRSD), Cheltenham Administration Division (CAD) and located in Cheltenham, Maryland The primary purpose of this position is to provide on-site direction, planning, supervision, and coordination of operations, maintenance, and minor construction for host and partner organization facilities. Typical duties include: Inspecting of facilities, planning the need and timing of repairs, preparing cost estimates and budget priorities to obtain funding and implement projects. The position possesses a substantial comprehension of construction techniques in order to participate in design reviews with contract A & E firms to discuss construction site peculiarities and problems with buildings, to include firing and driving ranges constructed on the site. Supervising the inspection of preventative maintenance and operations projects, maintaining documentation and recommending acceptance of the completed work, determining the number and type of personnel required to maintain and operate buildings, evaluating section employees training needs, and providing formal or informal instruction in building operations and maintenance functions. Serving as the first-line supervisor as a Project Manager for (1); Equipment, Facilites and Services Assistant (2); Automotive Mechanics and (3); Facilities Maintenance Mechanics. Performing the full range of supervisory functions to included identifying, distributing workload and tasks among employees in accordance with established work flow, skill level and/or occupational/specialization: making adjustments to the workload in accordance with established priorities, planning and directing the work to be accomplished. Prioritizing and coordinating the work with other units. Interviewing candidates for position vacancies; recommending selections, providing on-the-job training, making recommendations concerning reassignments, promotions, awards, etc. Planning for overall program requirements including the following activities: budgetary, staffing and material for major repairs and alterations, space improvements, and job order work; selection, training and assignment of the subordinate staff to meet changing needs. Administering overall program to promote occupant safety and comfort, and comprehensive building and grounds maintenance programs. Directing activities to provide specific building services such as elevator, heating and air conditioning, plumbing, parking, painting, and decorating. Requirement for the 1640 series Facility Operations Services Series 1640 (opm.gov) 1. Degree: Major study -- engineering, industrial arts, property management, or business administration. -OR- 2. Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below: Have at least one year of specialized experience equivalent to at least the GS-12 grade level in the federal service, serving as a supervisor/lead responsible for the overall performance and technical activities of all employees assigned to a facilities operations work unit; and providing direction, planning, and coordination of work activities for all facilities-related issues, including building operations, facilities maintenance and automotive work? Physical Demands: May be required to lift and carry items that weigh up to 50 pounds on an infrequent basis. Standing, stooping, and bending is required. Work may require reaching and stretching overhead or crawling in cramped and/or awkward positions. Work on scaffolding, high ladders, man-lifts or rooftops may be required. Work Environment: Work is most often performed in an office environment and at various onsite facilities, with occasional travel to provide technical assistance or to attend meetings. May be required to start work earlier, stay later than normal working hours, or be called back for emergencies. Occasionally, work may be performed indoors in areas that are crowded and noisy, as well as outdoors, sometimes in hot, cold, or inclement weather. Work involves risks of physical, mechanical, electrical, chemical, noise, and water hazards. Work on scaffolding, high ladders, man-lifts or rooftops may be required. Occasionally and for short periods, may be required to wear protective clothing where there is possible exposure to lead, gunpowder, toxic refrigerants, and hazardous materials. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.
