State of Massachusetts Training Specialist III in Chelsea, Massachusetts

Department Mission: Employee Training & Development (ETD) is charged with identifying knowledge/skill gaps and designing, implementing, and administering training programs in the areas of Tax Education, Technical Training, Organizational Development, and Business Optimization using a variety of delivery strategies, including E-Learning. ETD's primary function is to enhance DOR's business processes by building a strong workforce and ensuring that all DOR employees are continually provided with innovative, effective, and pertinent learning platforms that increase their productivity and enable them to do their jobs more efficiently. Because professional education is a necessary and ongoing process, the work is never done. * * Job Overview The Training Specialist III will partner with DOR leaders to create and implement training solutions for improved performance. This role will design customized training sessions for DOR clients, consult with all units within DOR as it relates to training and development and collaborate to build bench strength with the next generation of employees. The Training Specialist will design and facilitate training programs that develop effective skillsets for future leaders and managers. Responsibilities · Manage the design and delivery of organizational development (OD) programs and custom courses for executive, management, supervisory, and individual contributors to support DOR's mission. · Design and deliver customized training sessions for DOR units as requested and technical training as needed. · Manage and Coordinate the Emerging Leader Program as well as the alumni to leverage competencies that promote DOR success. · Develop and design online instructional modules in various formats, including but not limited to e-Learning, assessments, experiential, classroom, and other educational methodology. · Assisting in developing and conducting a knowledge gap analyses and training needs assessments for employees in the various Divisions of the Agency. · Research state-of-the-art resources, topics and techniques that enhance training content and provide value to employees. · Collaborate and mediate training among supervisors and e-Learning Specialist to develop and design e-Learning programs including closed captioning and narration.* * * *Preferred Qualifications: · Knowledge of basic theories and principles of learning and motivation as applied to employee training. · Knowledge of training methods and techniques including on-the-job-training, lecture, workshops, case studies, role playing and programmed instruction. · Ability to analyze training data, draw conclusions, make recommendations, design curricula/instructional modules, make effective presentations, and facilitate training, focus groups and workshops. · Flexible and able to positively collaborate with internal teams and management to ensure requirements are met and projects are kept on schedule · Excellent follow-up, time management, and organization skills * MBTI and/or DiSC Certification is a plus /As part of the Future of Work initiative, the agency has adopted a hybrid work model. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have (A) at least four years of full-time, or equivalent part-time, professional experience in teaching, instructing or training work which included the planning, development or implementation of educational or employee training programs as a major duty, (B) of which at least one year must have been in an administrative, managerial or supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. I. A Bachelor's degree with a major in education may be substituted for maximum of two years of the required (A) experience.* II. A Graduate degree with a major in education may be substituted for three years of the required (A) experience.* NOTE:Educational substitutions will only be permitted for a maximum of three years of the required (A) experience. No substitutions will be permitted for the required (B) experience. Education toward such a degree will be prorated on the based of the proportion of the requirements actually completed.
